This award is issued for having successfully completed the [[Senior Chief Petty Officer Course]] and the [[Master Chief Petty Officer Course]] at Saganami Island Academy and for continuing to serve, for at least a one year period, as a [[Chief Petty Officer]] (E-7) or higher after completion of the Master Chief Petty Officer Course.  
This award is issued to those personnel who serve as an E-7 or higher for one calendar year AFTER the completion of all the enlisted courses for their branch.
 
For the [[RMMM]], this award is issued for successfully completing the General Spacer Training 5 course plus either one of the following: Able Spacer course, Sick Bay Attendant course, Chief Cook course or any  6 unlicensed engineering courses at the Merchant Fleet Academy, and for having served for at least one year as Leading Spacer, Technician 5, Chief Cook or Sick Berth Attendant AFTER the completion of those courses.
