C-21 is a paygrade used within the Civilian Corps. This paygrade is the equivalent to the RMN rank of F-5 within The Royal Manticoran Navy: The Official Honor Harrington Fan Association, Inc.

The Diplomatic Corps, Special Intelligence Service, Sphinx Forestry Service, Royal Manticoran Astro Control Service, and Royal Manticoran Merchant Marine all make use of this paygrade.

This paygrade is held by the heads of branch for each of the civilian branch components of the Civilian Corps, reporting to the Home Secretary.

Additionally, C-22 is held by the Head Ranger of the Sphinx Forestry Commission, reporting to the Commissioner.
