Special Intelligence Service

The Special Intelligence Service (abbrev: SIS) is a component of The The Royal Manticoran Navy: The Official Honor Harrington Fan Association, Inc. (TRMN), one of two non-uniformed civilian branches. Members of this branch focus on information gathering.

Canon History of DELPHI and the SIS

The Special Intelligence Service, code named: DELPHI, was created in 1541 PD and headquartered in the Admiralty Building, Room 2021.

Delphi, in legend, was an ancient sacred precinct where the major oracle who was consulted about important decisions throughout Earth’s ancient classical world. The ancient Greeks considered the center of the world to be in Delphi, marked by the stone monument known as the Omphalos of Delphi.

For decades, the Office of Naval Intelligence (ONI) had been the Star Kingdom’s sole foreign intelligence agency, collecting data for both the Navy and the Foreign Secretary. With the latter office being largely ceremonial, though, its needs tended to get ignored as ONI focused more and more on military intel.

Furthermore, the same inertia that had once affected the entire Navy had seeped into ONI as well, leaving it hidebound and heavily political, to the point where its small staff had done little except read dispatches as they came in and drool over ads for weapons systems the RMN would never have the budget to buy. It was that lack of genuine usefulness that had prompted the creation of Delphi.

Delphi’s charter made it laser-edged clear that their resources were only to be turned outward, toward foreign persons and governments, not inward toward the Star Kingdom’s own citizens and institutions. That particular turf was reserved for police and the Royal Investigation Division.

Director of Intelligence -

The head of the SIS, The Director, has a paygrade of C-19 (Quadrant Director)and works directly for the Home Secretary, who is a Junior Vice President on the TRMN Board of Directors, also known as the Royal Council. Due to the shared interests of SIS and the Diplomatic Corps, the Director of Intelligence works closely with their head: the Foreign Minister.

The Director oversees the chapters of the members of the Special Intelligence Service; the Special Intelligence Service is shown as Civilian (INTEL) in the MEDUSA database. The Director of the Special Intelligence Service uses BuPers' MEDUSA records to track the Civilian Intelligence members. In addition to this, they maintain contact using the TRMN Forums, official Discord servers, and email so that they can be accessible to the membership.

Relationship with the Office of Naval Intelligence

The SIS will coordinate with ONI to ensure all local convention and outside local club information remains up to date in both ConStack and the ONI Dossiers. The Director of SIS shall also be among ONI's list of as the Civilian Branch Head/Intelligence Agent upon completion of the needed ONI training modules.
