Because of the nature of their professions, and the definition of ‘above and beyond’ is difficult at best, therefore, the award for those personnel who are professional first responders or who volunteer in other life-saving positions will be addressed on a case by case basis by the Houses of Parliament. The Parliamentary Medal of Valor (abbrev: PMV) is the highest award for gallantry, awarded only to members of the armed services. Honorees within canon include Lady Dame Honor Harrington[1] (though she refused it) and Sir Horace Harkness.[1]
