Home Office Directive 009-23 was issued 14 July 2023 by the Home Secretary. This directive delineates the nomenclature for civilian chapters and civilian chapter leaders.

Re:	HOD 009-23 Adjusted Civilian Structure Announcement

The purpose of HOD 009-23 is an adjustment to HOD 007-20 Civilian Chapters (Postings) for Diplomatic Corps and Special Intelligence Services (SIS) branch members is to outline a structure for the organization and constitution of Civilian Chapters (Postings) (non-uniformed) that embraces the formation of Diplomatic Corps and Special Intelligence Service chapters within The Royal Manticoran Navy, Inc. This allows non-uniformed civilians to have the same opportunities to lead and grow a chapter as the military groups.
To better align the Civilian Corps in a similar, but independent format from the Military chain of command, the following terminology will be instituted.

The Head of each group will be titled the Secretary, i.e., Quadrant Secretary, etc. The Deputy will be titled the Undersecretary, i.e., Quadrant Undersecretary, etc.

New Chapter Titles will also be adjusted as follows:

Assistant Head of Posting - N/A
