A Chief Petty Officer or E-7 is a senior enlisted person who is not only very experienced in their specialty, but has achieved a command responsibility, becoming the right-hand of the supervising officer. A chief petty officer is referred to by their rank, but also by their rate. So a Steward who earned their rocker would be called "Chief," but also "Chief Steward."

However, since there are a limited number of vacancies, there is a competitive test to determine who can be promoted, and they need to be approved before the Chief Petty Officer Promotion Board. TRMN
If the spacer has completed their Advanced Naval Non-Commissioned Officer Exam, and served as an Petty Officer 1st Class for fifteen months Time in Grade, they are promoted to this rank. If someone is appointed to the position of Ship's Bosun, they are brevetted to this rank. It is the highest rank a ship's captain can appoint a spacer to.[2]
