The [[Diplomatic Corps]], [[Special Intelligence Service]], [[Sphinx Forestry Commission|Sphinx Forestry Service]], [[Royal Manticoran Astro Control Service]], and [[Royal Manticoran Merchant Marine]] all make use of this paygrade.
C-22 is the top civilian paygrade and is held by:<ref>[[Admiralty Order 2307-01]]</ref>


This paygrade is held by the heads of branch for each of the civilian branches. Whereas the [[Diplomatic Corps]], [[Special Intelligence Service]], and [[Sphinx Forestry Commission|Sphinx Forestry Service]] each have their own head of branch, the [[Royal Manticoran Astro Control Service|Royal Manticoran Astro Control]] and [[Royal Manticoran Merchant Marine]] both report to the same Transport Minister.
