PD-SC-1000 Grand Alliance Joint Chiefs of Staff was issued 16 March 2024 by the Grand Alliance Joint Chiefs of Staff.
This policy document establishes the "in universe" name for the Steering Committee, its members and officers. This policy document was originally published 22 November 2023 as JCD 2311-04.

PD-SC-1000
1. The Steering Committee shall be referred to as the Grand Alliance Joint Chiefs of Staff.
- a. This action is in keeping with the tradition that the governing body responsible for the role-play aspect of organizational management should have an “in-universe” name.
- b. This body functionally replaces the former Royal Council.
2. The Grand Alliance Joint Chiefs of Staff shall be governed by, and operate under, the rules specified in Board Policy Document PD-BOD-1001.
- a. The Organizational Bylaws shall continue to refer to the Grand Alliance Joint Chiefs of Staff as the Steering Committee for legal purposes.
3. As mandated in PD-BOD-1001 (1), the Grand Alliance Joint Chiefs of Staff shall have a Chairman, appointed by the President of the Board of Directors.
- a. The Chairman of the Grand Alliance Joint Chiefs of Staff may style themselves as “Chairman of the Grand Alliance Joint Chiefs of Staff” when conducting business on behalf of the Grand Alliance Joint Chiefs of Staff.
4. All branch heads, regardless of voting or ex-officio status, are afforded the style of “Grand Alliance Joint Chief of Staff” when conducting business on behalf of the Grand Alliance Joint Chiefs of Staff.
5. Any non-branch heads are afforded the style of “Grand Alliance Joint Vice Chief of Staff” when conducting business on behalf of the Grand Alliance Joint Chiefs of Staff.
6. To avoid confusion with the real-world United States military body, these styles shall not be shortened and must include the term “Grand Alliance.”
7. The following members are seated as voting members of the Grand Alliance Joint Chiefs of Staff:
- a. Chairman of the Grand Alliance Joint Chiefs of Staff – Michael Garcia
- b. Chief of Naval Operations, RMN (1SL) – Laura Lochen
- c. Marshal of the RMMC (MotC) – Michael Houghtaling
- d. Marshal of the RMA (MotA) – Matthew Miller
- e. Home Secretary – Wayne Bruns
- f. High Admiral of the GSN – Zachary White
- g. Commandant of the IAN – David Westover
- h. Secretary of the Board of Directors – Cindy Van Wyhe
8. The following members are seated as ex-officio (non-voting) members of the Grand Alliance Joint Chiefs of Staff:
- a. Chief of Naval Operations (RHN) – Mitch Dunn
- b. Lord Speaker (HoL) – Michael Romero
- c. Speaker of the House (HoC) – Jesse Krug
9. The following members serve as officers of the Grand Alliance Joint Chiefs of Staff per PD-BOD-1001 (6).
- a. Vice-Chairman – David Westover
- b. Secretary – Zachary White
