Admiralty Order 1306-03 was issued June 25, 2013 by the First Lord of the Admiralty. It defines representation for members who wish to play as members of the Republic of Haven Navy (RHN) and Imperial Andermani Navy (IAN).

As of the date of this Order, by my hand, and by the authority of and acting as proxy for the Sovereign, Queen of Manticore Elizabeth III, we lay out the Republic of Haven Navy and Imperial Andermani Navy Policy of The Royal Manticoran Navy.
The Royal Manticoran Navy: The Official Honor Harrington Fan Association welcomes all aspects of Honor Harrington Fandom. As such, all members wishing to join as (or transfer to) the Republic of Haven or the Imperial Andermani Navy will be represented on the Board of Directors by the Marshal of the Royal Manticoran Army until such a time as they have been deemed by the current Board to have enough members to warrant individual Board positions.
