Admiralty Order 1311-03 was issued November 9, 2013 by the First Lord of the Admiralty. It appoints the Ambassador to the Colonial Cylon Alliance (CCA).

It is my pleasure to appoint Renee Haggerty to the role of TRMN Ambassador to the Colonial Cylon Alliance. This is effective immediately. We wish to sincerely thank Renee for her previous service as Third Fleet Commanding Officer. She has requested that her rank revert to Captain Senior Grade and that she retain command of the HMS Phantom, and we have agreed that this is the most appropriate and assign the HMS Phantom as her Ambassadorial Ship in liaising with the Colonial Cylon Alliance.
The TRMN Ambassador to the Colonial Cylon Alliance is directed to immediately begin work to ensure a smooth working relationship between the two groups, and is further directed to assist the CCA in their upcoming convention on behalf of TRMN in any way deemed necessary.
Due to the nature of this work, the TRMN Ambassador to the Colonial Cylon Alliance is additionally promoted to the Civilian rank of Consul General.
