Admiralty Order 1701-05 was issued January 9th, 2017 by the First Lord of the Admiralty. This order mandates that all E-6 eligible for promotion must be submitted for consideration when a billet exists.

As of the date of this Order, all enlisted members rank E-6 (Petty Officer 1st Class), on completion of Time in Grade, requisite exam completion and presence of a billet SHALL be submitted for promotion to the Senior Master Chief of the Navy (RMN) for consideration for promotion to the rank of E-7 (Chief Petty Officer) using the appropriate promotion request form. These promotions are still required to meet the criteria and requirements for promotion laid out in Admiralty Order 1701-01. Regular Audits will be performed on all E-7 promotions by BuPers at least once every 6 months. Any individuals failing to meet the requirements during an audit will be reverted to their original rank.
