Admiralty Order 1701-05 was issued January 9th, 2017 by the First Lord of the Admiralty. This order mandates that all E-6 eligible for promotion must be submitted for consideration when a billet exists.

As of the date of this Order, all enlisted members rank E-6 (Petty Officer 1st Class), on completion of Time in Grade, requisite exam completion and presence of a billet SHALL be submitted for promotion to the Senior Master Chief of the Navy (RMN) for consideration for promotion to the rank of E-7 (Chief Petty Officer) using the appropriate promotion request form. The Commanding Officer has the option of giving a Positive, Neutral or Negative recommendation and is encouraged to fully explain the reasons behind this recommendation. The Commanding Officer may also submit letters of recommendation as appropriate.
The Senior Master Chief Petty Officer of the Navy (RMN) will bring in other Senior Enlisted from other branches as required based on the branch of the nominee.
These promotions are still required to meet the criteria and requirements for promotion laid out in Admiralty Order 1701-01. Regular Audits will be performed on all E-7 promotions by BuPers at least once every 6 months. Any individuals failing to meet the requirements during an audit will be reverted to their original rank.
