Re: Clarifying the “Two Hat Rule” (Admiralty Order 1602-02)

It has come to the attention of Admiralty House, that the “Two Hat Rule” is not as understood as we would like it to be, and so this will endeavor to clarify how it works.

The basic principle is that we do not wish to burn people out, so we have limited the number of “hats” they can wear in TRMN. A “hat” is a position or billet. In addition, as TRMN grows as an organization, the opportunities for members to participate above the Chapter level need to grow as well, therefore, preventing members from having more than two hats, allows this growth to be open to all members.

So the question arises, when is a position or billet not a “hat” and when is one more than a “hat”

As an example, I will use the Office of the First Lord of the Admiralty to show you how the “hats” work with a few of the positions.

First Lord of the Admiralty – This role, because it is a true 40+ hour per week position, is equivalent to two hats. The First Lord serves on numerous Boards, such as the Promotion Board, and the Peerage Courts, all contributing to the workload of this position. It would be difficult for the First Lord to take on more direct work, and therefore, he has met the “Two Hat Rule” through this one position.

Chief of Staff to the First Lord of the Admiralty – This specific person, because of the demands of the role they directly support has a 30ish hour per week job. While during certain times of the year, they will be busier than others, usually, 30 hours covers it. This, therefore, is one and a half hats. They could likely take on another half hat role, but I generally request that they do not. This one and a half hats, however, is not true for all Chief of Staff’s. In some cases, because of a light work load it may be only a single hat, or half hat.

Astro Control Officer – This specific role is a light one. It requires only a few hours per week at most. As such it is a half hat. The person holding this role, could therefore take on another role, such as administering the Astro Control courses at Saganami Island, which would be a half hat. They could then also serve as a CO of a Chapter, which is usually regarded as a single hat.

Staff Tactical Officer – This role has hours that come in cycles, sometimes it is high, and sometimes it is low. It averages out between 15 to 29 hours per week though, so it is generally viewed as one hat. This person could then also serve as a CO of a Chapter, which is usually regarded as a single hat.

A good formula for the Hat rule is as follows:

  • 40+ hours per week = Two Hats (ie. Royal Council, Space Lords)
  • 30 – 40 hours per week = One and a Half Hats (Royal Council and Space Lords Staffs – Based on amount of work, some may be less)
  • 15 – 29 hours per week = One Hat (Chapter and Fleet CO, XO & Bosun, Heads of Schools)
  • 1 – 14 hours per week = A Half Hat (Academy Instructors, Ship Divisional Staff, Fleet Divisional Staff - Based on amount of work, some may be more)

We will generally permit people to hold Two and a Half Hats, as long as the Half Hat is an Academy Instructor.

The final arbiter on if someone is exceeding the “Two Hat Rule” will be the JAG Ombudsman. For a Fleet level role it will be the locals Fleet JAG Ombudsman, and for anything above that it will be the TRMN JAG Ombudsman.
