Admiralty Order 1511-02 was issued November 9, 2015 by the First Lord of the Admiralty. It updates the Command Composition policy previously announced within The Royal Manticoran Navy: The Official Honor Harrington Fan Association, Inc.. This order supersedes Admiralty Order 1102-13.

This Admiralty Order officially replaces 1102-13.

Marines and Flag Officers who are embarked on local chapters do not count as officers for purposes of the ratio (or minimum officer requirements), but will count as members of the crew for minimum chapter size.

Civilians and RMA personnel may be attached to a local RMN, GSN, IAN, RHN or other Allied naval ship, but do not count for purposes of minimum crew size, minimum officers or for the officer ratio calculations. All RMA and Civilian personnel are consider to be supernumerary crew for all purposes and do not count for official chapter size calculations.

A Pinnace, once formed, has 12 months to increase its membership to the size of a LAC. If they have not accomplished this in 12 months, an automatic 6 month extension will be granted. After this, they may apply for ONE more 6 month extension on an as needed basis (this extension must be approved by your Fleet Command AND by BuShips). We fully understand that geography will play a part in the ability to get crews, so we accept that in some cases, a full 24 months may be needed.

  1. How are Midshipmen counted[1]? They are counted as enlisted[2].
  2. Extra officers may be commissioned as needed, but chapters are not required to[3]? Correct[4].
