Naval Directive 16AU-03 was issued 16 August 2016 under the authority of the First Space Lord. This order makes an organizational change to Task Group 91.1 and establishes Battlecruiser Division 921.

As of the date of this Order, by my hand, and by the authority of the Sovereign Queen of Manticore, Elizabeth III, changes are made to the Organization of the Task Group 91.1 (TG 91.1) under the command of Commodore James Jones to consist of:
Added to Task Group 91.1 GNS Randolph Candless, BC-56
ADDITIONALLY,
I hereby establish the Organization of the Battlecruiser Division 921 (BatCruDiv 921 under the command of Captain, senior grade Christopher Beilby, to consist of:
- HMS Artemis, BC-592 – Captain, s.g. Christopher Beilby, Los Angeles, CA (Flagship)
- GNS Randolph Candless, BC-56 – Captain (GSN) Aaron Davis, Victorville, CA
In addition I do hereby direct all officers herein named to take charge of their commands and proceed to their assigned patrol area and protect the lives and property of Manticoran citizens therein, In addition you will fulfill any other duties as may be assigned by the Tenth Fleet Commander, her Deputies and the First Space Lord, this order made under my hand will be effective 0001 hours 16-AUG-16
