BuShips Directive 1409-05 was issued 19 September 2014 under the authority of the Third Space Lord. It commissions HMS Penelope (BC-585).

My fellow Manticorans,
Effective as of 0001 Hours on September 19, 2014, it is my pleasure to announce the commissioning of HMS Penelope, BC-585. This is a Nike Class Battle Cruiser and is assigned to the First Fleet (Fishkill, NY).
The following personnel are assigned to HMS Penelope, BC-585:
- Captain, s.g. Michael Spath (and assigned as CO of HMS Penelope)
- Lt. Commander Andre Tessier (and assigned as XO of HMS Penelope)
- CPO Mechele Morgen (and assigned as Bosun of HMS Penelope)
- Ensign Charles Caserta
- Ensign Rachel Nevins
- Petty Officer 1st Class Tobias Gassman
- Petty Officer 2nd Class Mark Luftig
- Petty Officer 2nd Class Harry Burger
- Petty Officer 3rd Class Rich Meigel

As of the date of Commissioning, the following personnel are breveted in rank as indicated:

The following persons are reduced in rank to their permanent ranks due to failure to comply with the above enumerated AO:
- Andre Tessier to Lieutenant Commander
- Tobias Gassman to Petty Officer 1st Class
This is a downsizing of the HMS Chimera, CLAC-07, due to failure to maintain adequate officers for a CLAC sized vessel. HMS Chimera is hereby deactivated and placed into the Reserve Fleet for future use as needed.
