Admiralty Order 2112-02 was issued 18 December 2021 by the First Lord of the Admiralty. This order updates the rules around Sphinx Forestry Commission and Youth members.

The following is effective immediately: The Sphinx Forestry Commission is the Youth Division of The Royal Manticoran Navy: The Official Honor Harrington Fan Association, Inc (TRMN). As such it falls upon the Leadership of TRMN to ensure that we do what is necessary to safeguard that youth. As such, the following rules will be put in place for the Sphinx Forestry Commission (SFC).

Youth Members:

A Youth Member is defined as any member 17 or younger.

No member under the age of 17 may join TRMN without their Legal Guardian joining at the same time, or already being a member.

All Youth Members will be automatically placed in the Sphinx Forestry Commission in one of four Cadet Ranger Ranks based on age as follows:

-Cadet Ranger 1: 5 to 9 years

-Cadet Ranger 2: 9 to 13 years

-Cadet Ranger 3: 13 to 16 years

-Senior Cadet Ranger: 16 to 18 years

At 16 years of age, the Youth member has an option to either remain with the Sphinx Forestry Commission as a Senior Cadet Ranger, or transfer to the adult Academy as a Midshipman/Midshipwoman.

The Sphinx Forestry Service:

The Sphinx Forestry Service component, which deals strictly with the academic side of the SFC, works through the Bureau of Training to administer exams to the younger members of TRMN. It Is basically the Academy for the Sphinx Forestry Commission. These instructors, and those who are creating the tests do not work in direct contact with children, but rather work through email correspondence with the children’s parents. The instructor is allowed to include the child in question in an email carbon copy (cc:) if they have been given the email of the child by the parent or legal guardian. One breech of this policy will receive a written warning. A second breech will result in termination from the Sphinx Forestry Service.

The Sphinx Forestry Commission:

The Sphinx Forestry Commission is the interactive portion of the TRMN Youth Program. The members include both the Youth, divided into four Cadet Ranger ranks based on age, and the adults who supervise these activities. As a result of this, there are some additional safeguards which will be placed on the adult members in these roles.

Any role within the Sphinx Forestry Commission which has interaction with Youth members, including those roles in a supervisory capacity, must have a background check performed by TRMNs selected vendor (Sterling Volunteers). Supervisory roles within the Sphinx Forestry Commission are defined as follows:

-Any role which has contact or supervisory responsibility with and for kids other than their own.

Background checks will be reviewed by the Sphinx Forestry Commission Personnel Officer, once one is appointed, and the Commissioner of the Sphinx Forestry Commission until then. For International Members, the local Sphinx Forestry Commission for the geographical area (Station Chief Ranger or higher in rank) will be responsible for receiving and reviewing the background check. In all cases where there are questions, a panel, consisting of the Commissioner of the Sphinx Forestry Commission, the Judge Advocate General, and the First Lord of the Admiralty, will review the result. An example of this would be shoplifting 25 years ago, which would likely not be a bar to an SFC role, as compared to an Assault 10 years ago, which would likely be a bar to an SFC role.

The cost of the background check will be on the member, but it will also count as a donation to the Order of Queen Elizabeth.

THIS AO ONLY COVERS BACKGROUND CHECKS FOR MEMBERS OF THE SPHINXIAN FORESTRY COMMISSION.

A separate Admiralty Order will be issued on how this will affect Chapters and Fleets.
