Admiralty Order 1612-01 was issued December 6th, 2016 by the First Lord of the Admiralty. This order sets policy for all leadership positions within TRMN and the training qualifications necessary for assuming those roles. This order appears to, but does not specifically state, amend and rescind Admiralty Order 1511-03.

This Admiralty Order affects all Command Triads (CO, XO, and Bosun) and higher level positions of responsibility for all Allied Navies.
As of January 1, 2017, Brevet promotions, without the proper SIA rank exams being completed, will no longer be allowed for any reason. This includes, but is not limited to: Ship Command triads, Fleet Command, staff positions and all Admiralty House positions, and other positions requiring any promotion.
All members of a proposed chapter wishing to Commission or upgrade, and any Changes of Command (DD, CL, CA, etc..) must have completed all required testing for any rank to be bestowed upon the requested action. For example, if a chapter is commissioning as a Heavy Cruiser (CA), the CO designate must have completed the necessary testing for their new rank (Captain, junior grade), the XO designate must have completed necessary testing for Commander, and the Bosun designate musty have completed testing for their rank (Chief Petty Officer). This also means any person being promoted to the officer corps must also have completed the required testing.
All other candidates for any position within the RMN and its affiliated divisions must have completed the testing required for the rank they will be granted upon being named to the position.

Clarifications
- Q: Just asking as a point for clarification: Will the upcoming IAN and GSN Officer exams coming out of PAA/IMNA be considered for future Exam Grading Equivalent (rank for rank) or is that to be determined for an AO/PO at a future date?[1]
- A: I think the answer is yes to the first part, and only if we need to for the second part.
- Q: Does this mean that if a person has tested to the desired grade but lacks TIG that they can be promoted?[2]
- A: If being appointed to a position of responsibility that requires a higher grade, yes. Otherwise, they will have to go through the regular promotion boards. Because the AO only deals with placing folks into positions of responsibility and that they are now required to be fully tested to the grade they will be appointed to, it does not deal with the regular promotion of anyone, those have always required you be tested to the grade.
