As of the publication of this Order, the following is effective:
All children between the ages of 0 to 16 years are assigned to the Civilian Sphinxian Forestry Service as Cadet Rangers.
Children between the ages of 16 and 18 may choose to remain in the Sphinxian Forestry Service, in which case they are appointed Senior Cadet Rangers. Those who choose, at 16, to not remain with the Sphinxian Forestry Service, may join one of the Military Academies, at which point they will attain Midshipman (RMN/RMMC/RMACS/GSN/RHN/IAN) or Officer Cadet (RMA/RMMM) Status.
Any child under the age of 16 who has currently tested in the adult Academies, is exempt from this order and may maintain their current Enlisted or Midshipman Rank.

Further comment from the FLA: "Clarification: Cadet Rangers count toward overall ship compliment, as do Civilians. Midshipmen/Cadet Officers count toward your Enlisted Compliment." (Source: [1])
