Admiralty Order 1403-02 was issued March 17, 2014 by the First Lord of the Admiralty. It establishes the authority of fleet commanders to create pinnaces and LACs.

To: All Officers and Enlisted in the Royal Manticoran Navy, Marine Corps and Army
From: Martin Lessem, KSK, GCE, KCR, DSO, GS, First Lord of the Admiralty, Admiral of the Fleet, Duke, New Scania
Re: Fleet Commanders Authority – Pinnace and LAC commissioning (Admiralty Order 1403-02)

As of the date of this Order, by my hand, Fleet Commanders will have the authority to commission and launch Pinnaces and LACs without the need to go through BuShips for prior approval.

It will be the responsibility of the Fleet Commanders to inform BuShips of all Pinnace and LAC launches to allow proper records to be maintained.

This Admiralty Order is effective immediately. All ship classes above LAC must still be commissioned by BuShips.
