This Admiralty Order updates and replaces AO 1612-05.

The following is a listing of updated Civilian ranks for the Diplomatic Corps, Special Intelligence Service, Royal Manticoran Astro-Control Service, and the Deck Department of the Royal Manticoran Merchant Marine (see also AO 2307-02 for the complete list of Royal Manticoran Merchant Marine Ranks). The rank system for the Sphinx Forestry Commission remains unchanged. Implementation notes and general instructions follow.

Implementation Notes and General Instructions

The following general instructions are issued to the Home Secretary, Fourth Space Lord, and Fifth Space Lord for implementation of this Admiralty Order:

  • Diplomatic Corps and Special Intelligence Service members who are currently C1-C10 will be converted directly from the old rank structure to the new, though their paygrade title may change. Those who are C11-C23 will be compressed downward by one number (e.g., C-13 becomes C-12, etc.) and will have their paygrade titles changed to reflect the new structure. The Home Secretary may issue a limited number of brevet promotions to outstanding individuals who are currently C-11 and C-12 who are most effected by the compression, but who otherwise meet all TIG, promotion point, and BuTrain course requirements.
  • • All members of the Royal Manticoran Astro-Control Service and the Royal Manticoran Merchant Marine will remain in their current paygrade, but may have their paygrade titles changed to reflect the new structure. In changing the structure and filling in gaps, individuals may only be promoted further if they meet all TIG, promotion point, and BuTrain course requirements.
  • • The Home Secretary will consult with the senior ranking members of the Royal Manticoran Astro-Control Service and the Royal Manticoran Merchant Marine for the purpose of issuing a limited number of brevet promotions to outstanding individuals who are most effected by the change in the rank structure, but who otherwise meet all TIG, promotion point, and BuTrain course requirements.
  • • Unless they transfer to a branch earlier through the Midship/Cadet/Kadett/Intern program (see AO 2307-09), SFC youth who ‘age out’ of the youth rank structure will automatically be assigned as C-7 in the SFC. From there they may request transfer to a branch of their choice as detailed below.
  • • Both youth and adults who subsequently join or are currently in the SFC must meet all TIG, promotion point, and BuTrain course requirements if they choose to transfer out of the SFC at the same paygrade. Individuals who do not meet these requirements may still transfer into other branches, but will be reduced in rank/paygrade to correspond to their TIG, promotion point, and BuTrain course status at the time of their transfer.
  • • The Fifth Space Lord will be the final arbiter of any issues related to inter-branch transfers consistent with this and other Admiralty Orders.
