Admiralty Order 1807-03 was issued 15 Jul 2018 by the First Lord of the Admiralty. This order gives guidance on promotions that occur above the chapter level.

Re: Brevet Promotions to Bureau, Fleet, and Royal Council Staff (Admiralty Order 1807-03)


To improve communications regarding brevet promotions resulting from billet assignments to all positions in the offices of the various Space Lords, Fleets, or Royal Council member offices, the following policy is effective immediately. This policy will ensure all Chapter COs are informed in advanced about promotions before the appointments and have a chance to weigh in on the promotion.

1. Whenever a member is slated to receive a promotion due to their appointment to a position within a Bureau or Fleet or one of the Royal Council offices, the person making the appointment and promotion (promotion authority) must notify the Chapter CO of the affected member before the promotion and appointment is posted.

2. If the Chapter CO has reservations or doubts about the promotion and its potential effect upon the chapter, the CO must notify the promoting authority within one week of the original notification. Once notified by the Chapter CO, the promoting authority must address the COs doubts or reservations before a promotion can take place. If necessary, the individual may be promoted to lower rank or the promotion abandoned completely to prevent disruptions to the chapter.

NOTE: When promotions are made due to appointment to one of the above offices, the chapter officer to enlisted ratio does not come into play and is not a reason to deny a promotion. The CO can not use this as a reason for not approving a promotion even if after the said promotion the officer to enlisted ratio is higher than allowed.

3. If the Chapter CO opposes a promotion but cannot provide the promoting authority a valid reason for objecting to the promotion, and the promotion authority and Chapter CO can not come to an understanding, the First Space Lord (or appropriate Royal Council member) should be brought in to mediate and attempt to resolve the issue.

4. Any promotion made by the promoting authority not discussed with the Chapter CO in accordance with this AO before appointment of the affected member will be deemed null and void until such communication takes place and an agreement is reached.

This order shall be effective as of 0000 hours on 31-JULY-2018
