Admiralty Order 2307-07 was issued July 10th, 2023 by the First Lord of the Admiralty. This order establishes firmer criteria for several awards.

The following will go into effect immediately upon release of this AO:
Parliamentary Medal of Valor:
This is the highest award for valor issued to any citizen of the Star Empire of Manticore. The Parliamentary Medal of Valor is issued for those circumstances which would qualify for the Queen’s Cross for Bravery but where the life is actually saved and in which an enhancement criterion applies. Enhancement criteria include but are not limited to personal danger to the nominee, additional work or research required to render life-saving assistance, or situations where the nominee renders life-saving assistance to multiple victims in the same incident. Note that this need not be medical assistance—rescuing someone from a burning building would count.
For this award to be issued attestation must be included from at least one other person, which can include the person assisted and can include media coverage of the circumstances.
This award will be voted on as follows by the Houses of Parliament: Both the House of Lords and the House of Commons will hear the evidence for this award. They will then be permitted a reasonable time to debate the award, not to exceed two weeks. After the debate, both Houses of Parliament will vote on the award. A vote of 66% or greater by both Houses will be required for the issuance of the Parliamentary Medal of Valor to any member.
The Houses of Parliament shall be the final authority on whether or not any enhancement criteria apply, or if the actions involved actual life-saving.
The First Lord of the Admiralty, or their designee, will then present the award on behalf of the Monarch. This presentation should be presented at an event the member is attending if possible; if not it may be presented in any manner acceptable to the First Lord of the Admiralty or their designee.
Queen's Cross for Bravery:
This award is the second highest award for valor issued in the RMN and is also the second highest non-military award. The Queen’s Cross for Bravery is awarded for attempted life-saving efforts, even if the life is not saved. Rescuing a kitten from a tree would not qualify, while saving a kitten from drowning in a river would. It may also be awarded for circumstances which would normally merit the award of a Survivor’s Cross but which involved enhancement factors such as danger to the individual or multiple victims. The First Lord of the Admiralty is the final authority on whether actions qualify as attempted or successful life-saving, or if enhancement factors apply. For this award to be granted, attestation from at least one witness is required, which can include the person saved or media coverage of the circumstances. The recipient is entitled to the post-nominal letters ‘QCB’.
Because of the nature of their professions, the award for those personnel in Real World Aid Giving positions will be addressed on a case-by-case basis by the Admiralty.
Sphinx Cross:
This award is the second lowest award for valor issued to the Royal Manticoran Armed Services. To qualify for this award, the recipient must have promoted public health in their community in a quantifiable way. This could include sewing or creating masks for the community during a pandemic, coordinating blood drives or immunization clinics, or other similar actions. It cannot be given for specific injury treatment/prevention (which fall under the Survivor’s Cross, Queen’s Cross for Bravery, or Parliamentary Medal for Valor) or individual blood donation (which can fall under the Wound Stripe). The recipient is entitled to the post-nominal letters ‘SXC’.
Survivor's Cross:
The award is the lowest award for valor issued to the Royal Manticoran Armed Services. The Survivor’s Cross is issued for providing medical assistance for medical incidents not rising to the level of life threatening. This could include bringing a first aid kit to an accident, calling Emergency Medical services, or providing simple first aid for minor injuries such as cuts or bruises. If the incident occurs at a TRMN event, a statement from the senior most TRMN member involved or who observed the incident will be sufficient to serve as evidence. If the incident occurred at a non-TRMN event, a written statement from a party besides the nominee must accompany the nomination.
Because of the nature of their professions, the award for those personnel in Real World Aid Giving positions will be addressed on a case-by-case basis by the Admiralty.
