Admiralty Order 2307-06 was issued July 10th, 2023 by the First Lord of the Admiralty. This order establishes and defines the Joint Valor Award Review Committee.

Joint Valor Review Committee:
Recognizing our members with the highest awards possible is an important part of the organization, and seeing members rewarded for their medical and life-saving efforts has a positive impact on morale. Because there have been previous edge cases which prompted these reviews, the Royal Council should undertake to ensure that all members who are eligible under firmer criteria receive proper recognition for their actions.
To that end the Royal Council should establish a Joint Valor Award Review Committee (JVARC). The JVARC would be made up of the Lord Speaker of the House of Lords as Chair, two members from the Lords, and two members from the Commons.
The remit of the JVARC would be to review any submissions for the QCB and the SVC sent to them to see if they would have been awarded a higher-level award under the new criteria. At the end of a certain amount of time set by the Royal Council they would submit a report of all awards they believe merit upgrading to the Royal Council, who would vote to accept or reject the report. The JVARC would not be authorized to recommend the degradation of any previously given award, only an upgrade to a higher level.
