BuShips Directive 1403-02 was issued 4 March 2014 under the authority of the Third Space Lord. It commissions HMS Rigel (BC-591).

My fellow Manticorans,

Effective as of 0001 Hours on March 4, 2014, it is my pleasure to announce the commissioning of HMS Rigel, BC-591. This is a Nike Class Battle Cruiser and is assigned to the First Fleet (Alexandria, VA).

The following personnel are assigned to HMS Rigel, BC-591:
