Protector’s Order 2312-04 was issued 21 December 2023 by the High Admiral of the Grayson Space Navy. It details the appointment of the Permanent Commanding Officer to GNS Covington (C3).

My Lord:
One would be hard-pressed to find many individuals in The Royal Manticoran Navy, The Official Honor Harrington Fan Association, who have made a greater contribution, or left as indelible a mark as you have. Your tireless efforts towards the betterment of this organization, as well as to the Grayson Space Navy in particular, are an inspiration for many. However, I want to draw attention to some of your accomplishments that may not be as well known, and certainly not as widely recognized as they should be.
For those that are unaware, much of the Grayson Space Navy’s design philosophy; their ranks, their insignia, their uniforms, all owe their lineage to the work of Duke Mountain View. A major portion of the components' visual design as it appears in House of Steel would not exist were it not for his vision and effort, and without such, the Grayson Space Navy might look very different today. Since then, Duke Mountain View has championed the Grayson Space Navy at every step, prioritizing chapter and unit insignia, helping design and develop the history of the Grayson Naval Jack, and consulting on more recent uniform developments.
Appointment as Permanent Commanding Officer of GNS Covington (C3) is reserved for an individual who has given preeminent service to, or for, the Grayson Space Navy. It is reserved for an individual who embodies the ideals of the Grayson Space Navy; hard work, perseverance, and integrity; and it is reserved for an individual who does not seek recognition for themselves, but rather seeks recognition for those around them, to highlight their deeds and their accomplishments.
Therefore, having special trust and confidence in your patriotism, valor, fidelity, and abilities, and by order of Protector Benjamin Mayhew IX, and the will of the Conclave, you are hereby appointed as PERMANENT COMMANDING OFFICER aboard the Grayson Naval Ship Covington (C3), there to serve for life, or until willing retirement.
I could not be more pleased to welcome you as GNS Covington’s first Permanent Commanding Officer!
