Joint Chiefs Directive 2311-02 was issued 11 November 2023 by the Chairman of the Grand Alliance Joint Chiefs of Staff. This directive establishes PD-SC-1005, Uniform and Dress Code Policy, for The Royal Manticoran Navy: The Official Honor Harrington Fan Association, Inc. (TRMN).
PD-SC-1004
1. For the purposes of this Policy Document a Dress Code shall be defined as “a set of rules, often written, with regard to what clothing groups of people must wear.” In The Royal Manticoran Navy, The Official Honor Harrington Fan Association, the Dress Code is the set of rules governing the organization’s Convention Minimum clothing.
2. For the purposes of this Policy Document a Uniform shall be defined as “the distinctive clothing worn by members of the same organization or body while participating in that organization's activity.” Any garment constructed in such a way as to resemble or reproduce one of the component uniforms from the Honor Harrington novels, or resemble or reproduce a component uniform detailed in the organization’s Uniform Manuals shall be considered a Uniform.
3. Appropriate times to wear Convention Minimum:
- a. TRMN Recruiting Table
- b. Representing TRMN on a convention panel
- c. Official TRMN convention events (award ceremony, banquet, etc.)
- d. Local TRMN event (chapter meeting, fleet barbeque, etc.)
- e. Sci-Fi related events
- f. In your daily life (logo apparel)
4. Inappropriate times to wear Convention Minimum:
- a. Political rallies
- b. Protests
- c. Any event that would bring unwanted scrutiny, dishonor to the organization, or give the impression that the organization was officially supporting a politician, political position, or cause.
5. Appropriate times to wear a Uniform:
- a. TRMN Recruiting Table
- b. Representing TRMN on a convention panel
- c. Official TRMN convention events (award ceremony, banquet, etc.)
- d. Local TRMN event (chapter meeting, fleet barbeque, etc.)
- e. Sci-Fi related events
6. Inappropriate times to wear a Uniform:
- a. Political rallies
- b. Protests
- c. Houses of Worship
- d. Non-Sci-Fi events
- e. Military bases
- f. Commercial transport
- g. Any event that would bring unwanted scrutiny, dishonor to the organization, or give the impression that the organization was officially supporting a politician, political position, or cause.
7. The Royal Manticoran Navy, The Official Honor Harrington Fan Association, is an a-political organization dedicated solely to the enjoyment of the Honor Harrington series of novels by David Weber. While we respect and acknowledge the rights of all persons; it is not appropriate to wear badges, symbols, or any other item or decoration that advocates for a politician, political position, or cause while wearing a uniform, convention minimum, or representing TRMN in any way.
8. Convention Minimum Dress Code: All items should be serviceable (i.e. free from rips or tears) and present a professional and clean appearance. Specifications detailing what is appropriate for wear on the shirt may be found in each component’s Uniform Manual.
- a. Shirt: Component polo-shirts are preferred, however any TRMN or Honorverse branded shirt is appropriate. The following polo shirt colors are preferred:
- i. Royal Manticoran Navy: Black
- ii. Royal Manticoran Marine Corps: Black or Dark Green
- iii. Royal Manticoran Army: Dark Green or Blue
- iv. Royal Manticoran Astro-Control Service: Black or Gray
- v. Royal Manticoran Merchant Marine: Navy Blue
- vi. Civilian Corps: Purple
- vii. Sphinx Forestry Commission: Dark Green or Khaki
- viii. Grayson Space Navy: Navy Blue
- ix. Imperial Andermani Navy: White or Red
- x. Republic of Haven Navy: Dark Green
- b. Pants: Jeans (blue or black), or Slacks (black or khaki) are preferred.
- c. Shorts: Shorts may be worn in lieu of pants in warm climates or during the summer months. If worn, blue, black or khaki is preferred.
- d. Skirt: A plain skirt may be worn in lieu of pants. If worn, blue, black or khaki is preferred.
- e. Kilt: A kilt may be worn in lieu of pants. Please see the dedicated section below for specifics.
- f. Leggings: Plain (pattern-free) leggings may be worn in lieu of pants. If worn, blue or black is preferred.
- g. Footwear: Any closed toe shoe is appropriate.
- h. Headgear: Headgear is optional. If worn, the appropriate component ball cap is preferred.
- i. Outerwear: Please see the dedicated section below for specifics.
9. Kilts of any traditional tartan design, including event specific designs such as the WorldCon 2024 tartan, may be worn. Also authorized are kilts of a solid color, such as the Irish National Saffron kilt.
- a. Kilts shall only be worn with Convention Minimum and are strictly prohibited from being worn with ANY canon component uniform, to include any Peerage Court Dress costume.
- b. Good taste should be exercised when wearing a kilt with Convention Minimum. Camouflage patterns, bright colors (such as rainbow), or any tartan pattern specifically designed to advocate for a political position or cause is inappropriate for wear. When in doubt, select a kilt color that compliments whichever component Convention Minimum shirt is being worn.
- c. Proper undergarments shall be worn at all times.
- d. This point represents an easing of the longtime ban on the wearing of kilts within the organization. Violations of this point will lead to a complete ban.
10. Outerwear, commonly referred to as a “Day Jacket” but commercially as a “softshell,” may be worn over the convention minimum. It is not a uniform replacement, and it is inappropriate to wear it as such..
- a. The following are authorized for display on outerwear:
- i. Component branch patch displayed two inches down from shoulder seam on either the upper left or right sleeve, or on either the upper right or upper left chest.
- ii. Choice of Chapter patch:
- 1. Chapter name patch displayed two inches down from the shoulder seam on either the upper left or upper right sleeve.
- 2. Chapter crest patch displayed on either the upper right or upper left chest.
- iii. Rank insignia, name badges, qualification badges, service stripes, or any other article intended for use on a component’s canon uniform (with the exception of those specifically mentioned in this section) are not to be worn.
- b. In lieu of two patches, Members may choose to display multiple chapter and/or bureau patches on their outerwear, creating what is commonly referred to as a “Patch Jacket.”
- c. The following are appropriate colors for outerwear:
- i. Royal Manticoran Navy: Black
- ii. Royal Manticoran Marine Corps: Black or Dark Green
- iii. Royal Manticoran Army: Dark Green or Blue
- iv. Royal Manticoran Astro-Control Service: Black or Gray
- v. Royal Manticoran Merchant Marine: Black or Navy Blue
- vi. Civilian Corps: Black or Eggplant
- vii. Sphinx Forestry Commission: Dark Green or Khaki
- viii. Grayson Space Navy: Navy Blue
- ix. Imperial Andermani Navy: White or Red
- x. Republic of Haven Navy: Dark Green
11. If a uniform manual is available, the latest version will be considered the definitive source unless noted in this policy. Where no manual is available, contact the appropriate Service Head for the most current information.
12. Component specific headgear, commonly referred to as a cover, is a mandatory part of each component’s canon uniform, unless otherwise specified in that service’s uniform manual.
- a. A cover should be worn in uniform while:
- i. In open areas of a convention hall or hotel (atrium, lobby, ballroom, common areas, etc.)
- ii. Performing official duties on behalf of TRMN (escorting/handling a Guest of Honor, “Under Arms” as a Shore Patrol volunteer, taking part in a flag ceremony, manning a convention table, etc.)
- iii. Taking part in a Costume Contest or Masquerade where the wearing of a full uniform is appropriate.
- b. A cover should not be worn in uniform while:
- i. Inside closed meeting rooms
- ii. Inside any area that is not an open area of a convention hall or hotel (panel room, game room, “con-suite”, etc.)
13. Certain staff positions within the organization are authorized to display shoulder cords or aiguillettes on their service uniforms. Further details may be found in each service’s component specific uniform manuals and the Uniform FAQ area of the Official TRMN Forums.
14. Because it is the maximum size that ribbon racks are commercially available, The Royal Manticoran Navy, The Official Honor Harrington Fan Association has placed an upper limit on the number of ribbons that may be displayed at any given time.
- a. The maximum number of ribbons that may be displayed on the left chest of a canon component uniform is 32.
- b. The maximum number of unit awards that may be displayed on the right chest of a canon component uniform is 6.
- c. Alway refer to each organization’s particular order of precedence chart for proper display.
15. The following regulations apply to the display and wearing of replica arms:
- a. All displays of replica firearms and bladed weapons shall be under glass or, if displayed openly, properly secured to prevent unauthorized manipulation. A prominent “Do Not Touch” sign shall be clearly visible and the item shall never be left unattended.
- b. Replica firearms must have a bright orange tip to outwardly indicate it is a replica.
- c. Brandishing of a replica firearm or bladed weapon is strictly prohibited, and may be illegal.
- d. All replica firearms and bladed weapons must remain holstered, strapped, or sheathed at all times.
- i. An exception to this point is granted if a bladed weapon is to be used during an official TRMN Award Ceremony where a member is being Knighted or otherwise honored.
- e. Full motion replica firearms (such as airsoft guns) shall NEVER be carried loaded.
- f. Always exercise good judgment when considering whether or not to wear a replica firearm or bladed weapon with a canon uniform at a venue.
- g. Abide by all local and national laws
- h. Ensure that all replica firearms and bladed weapons are secure against unauthorized manipulation.
- i. Replica firearms and bladed weapons are optional parts of component canon uniforms.
- j. Do not display or wear a replica firearm or bladed weapon if doing so will bring unwanted scrutiny, or dishonor to the organization, or it is against local or national laws.
16. This document will supersede/replace the following Orders and Directives: AO1112-01, AO1204-03, AO1306-02, AO1507-02, AO1507-03, AO1508-02, AO1604-03, AO1604-04, AO1604-05, AO1909-02 and AO2307-05; as well as any previous depiction of Convention Minimum Outerwear (“Day Jacket”) in component Uniform Manuals.
