Admiralty Order 1803-04 was issued 29 March 2018 by the First Lord of the Admiralty. This order outlines the process for Removal of Members from a Chapter.

Every effort should be made by the Chapter and Fleet Commanders, as well any other Echelon Commanders in the chain to contact and engage inactive/non-responsive crew members. Chapters should be working to engage as many members as possible through a variety of events that appeal to a broad base of the crew on the chapter.
While we recognize that every chapter in the organization is different in style, interests, and personalities, Chapter Command Triads should be reaching out and engaging new members in conversation as they join the chapter so as to learn their interests and start finding ways to help them engage the rest of the chapter and start to become part of the team and circle of friends who make up each chapter. The biggest responsibility of every Chapter Command Triad is to make sure they are helping their chapter have the most fun possible while members of the organization. Being a member of a Command Team is hard work that is very rewarding when the chapter comes together as a whole and works for the betterment and fun of everyone.
If Chapters are having difficulty engaging members, there are other resources available for the Command Teams to reach out to for assistance: BuPlan and BuPers can help with ideas for recruiting and retaining active members, BuShips can offer a mentorship for the Chapter Commanding Officer, and your fellow Chapter Commanding officers are great resources for new ideas and helpful suggestions to keep your members active and engaged.
However, if a chapter and its command triad have tried many different ways and times to engage an absent or “ghost” member, then:
Effective as of September 1, 2018, members of a chapter can be removed from that chapter under ONE of the following conditions:
1. If requested by the member themselves via Medusa chapter change request (preferred form of request) or email to bupers@trmn.org stating that they wish to transfer and what chapter they would like to be transferred to;
2. If a member becomes part of a newly commissioned chapter, and are properly listed on the Commissioning form for the new chapter, they will be transferred from their current chapter to the newly commissioned by BuPers once the new chapter is officially commissioned.
(Points 1 and 2, above, are effective immediately upon the issuance of this order)
3. If a member of a chapter is not active and non-responsive to any contact from the chapter CO and the Fleet CO, the member may be transferred to the holding station for their service only under the following conditions:
a. the Chapter CO certifies to their Fleet CO via email the member has not attended a chapter meeting, event, or participated in chapter discussions (video, forums, emails, chats, etc…) in the 12 month period immediately preceding the request for removal [the certification and request for removal to the Fleet CO should include the date ranges] and request the member be removed from the chapter;
b. the Fleet CO must attempt to contact the member via email or telephone at least two times in a 4 week period, the attempts must be made at least 2 weeks apart, after receiving the CO’s certification in No. 3(a); and,
c. If the Fleet CO receives no response within 10 days of the last request for contact, the Fleet CO must certify to BuPers via email they have met the requirements in No. 3(b), concur the member is inactive and non-responsive, and request the member be removed from the chapter, as requested.
d. No chapter can ever drop below the minimum required strength for the current hull type (SD cannot drop below 20 members, at least 5 of which are officers, etc..), regardless of whether there are inactive or non-responsive crew members assigned to the chapter.
1) If a chapter wishes to remove members which would drop them below the minimums in hull size for their current size class, they must go through the BuShips process to downsize the chapter BEFORE requesting the removal of any members which would drop them below the minimum strength for their current hull size.
2) Once the condition in 3(d)(1) is met, BuShips must certify to BuPers that the hull size has changed before the requests can be processed.
e. Once the requirements set forth in 3(a-d), above, are met, BuPers will then transfer the member as requested.
