PD-SC-1002 Official Organization Events Policy was issued 19 May 2024 by the Grand Alliance Joint Chiefs of Staff.
This policy document establishes the Official Organization Events Policy for The Royal Manticoran Navy: The Official Honor Harrington Fan Association, Inc. (TRMN).

Amendments
Amendments may, from time to time, be proposed to, or by, the Grand Alliance Joint Chiefs of Staff. Any amendments will be considered and voted on as necessary. All amendments that have been passed will be noted below.

PD-SC-1002
1. Per PD-BOD-3300, the Grand Alliance Joint Chiefs of Staff shall set policy regarding the establishment of official events for the Royal Manticoran Navy, The Official Honor Harrington Fan Association (TRMN).
2. There shall be three levels of official events available for designation:
- a. Grand Alliance Event (GAE)
- b. Executive Event (EE)
- c. Flag Event (FE)
3. All levels of official events must be announced on the official TRMN forums subforum "Official Events" to be considered an official event. This subforum is located under "Announcements and Orders."
- a. Mandating a location not only assists the members by providing a central location for official events but also assists BuPlan and BuPers when it comes time to catalog events and confirm awards.
- b. Personnel authorized to declare an official event at any level are still allowed, and encouraged, to cross-post elsewhere; to Discord, FaceBook, or any other communication method of their choosing.
4. Participation at a Grand Alliance Event will grant eligibility for the Havenite War Campaign Medal, or its equivalent.
- a. Simple attendance at a designated event is not enough to grant eligibility. The member must participate, which for the purposes of this policy document shall be defined as one of the following:
- i. Volunteering at least one (1) hour at the TRMN fan table.
- ii. Volunteering at least one (1) hour with TRMN Shore Patrol.
- iii. Serving on the Convention Staff.
- iv. Serving on, or facilitating, a panel.
- v. Any other activity performed at the convention in service to TRMN at the discretion of the awarding authority.
5. Participation at an Executive Event or Flag Event will grant eligibility for the Havenite Operational Service Medal, or its equivalent.
- a. Simple attendance at a designated event is not enough to grant eligibility. The member must also participate as defined in 4.a.i-v.
6. Grand Alliance Events (GAE) are designated by the component Branch heads of the Grand Alliance Joint Chiefs of Staff (Steering Committee). Designation of events shall be deconflicted internally to avoid duplication. These events will generally be the large, major conventions, such as Shore Leave or WorldCon.
- a. Each component Branch Head may designate up to two (2) original events per year.
- b. The Chairman of the Grand Alliance Joint Chiefs of Staff may designate up to one (1) original event per year.
- c. The Speaker of the House of Lords may designate up to one (1) original event per year on behalf of the House of Lords.
- i. This event shall be decided upon by a process internal to the House of Lords and deconflicted with the Chairman of the Grand Alliance Joint Chiefs of Staff.
- d. The Speaker of the House of Commons may designate up to one (1) original event per year on behalf of the House of Commons.
- i. This event shall be decided upon by a process internal to the House of Commons and deconflicted with the Chairman of the Grand Alliance Joint Chiefs of Staff.
- e. Those wishing to add a GAE, request an additional GAE, or request permission to announce within the three (3) month window, may petition for consideration to the Chairman of the Grand Alliance Joint Chiefs of Staff for consideration by the full Grand Alliance Joint Chiefs of Staff.
- i. Any such request must be made at least three (3) months before the event for which such designation is being requested to allow time for deconfliction.
- ii. Requests made inside the window designated above may not be considered at the discretion of the Chairman of the Grand Alliance Joint Chiefs of Staff.
- f. Following deconfliction, the Chairman of the Grand Alliance Joint Chiefs of Staff, the component Branch Heads, and the respective Speakers of the Houses of Parliament shall announce those events that have been designated at their earliest convenience, but at least three (3) months before an event, to allow for planning and member participation.
- g. Neither the Chairman of the Grand Alliance Joint Chiefs of Staff, the component Branch Heads, nor the respective Speakers of the Houses of Parliament need be in attendance to designate a Grand Alliance Event.
7. Executive Events (EE) are designated by the Space Lords. These events will generally be the large regional conventions local to each Space Lord.
- a. Each Space Lord may designate up to two (2) original events per year.
- b. Internal deconfliction shall take place as necessary between the Chairman of the Executive Committee and the Chairman of the Grand Alliance Joint Chiefs of Staff in the event of an event being dual designated.
- c. Following any necessary deconfliction, the Space Lords shall announce those events that have been designated at their earliest convenience, but at least three (3) months before an event, to allow for planning and member participation.
- d. The Space Lord does not need to be in attendance to designate an Executive Event.
8. Flag Events (FE) are designated by the Fleet Commanding Officer or Service Branch equivalent. These events will generally be regional or local conventions in each commander's area of responsibility (AOR).
- a. Each commander may designate up to four (4) Flag Events in their AOR per year.
- b. It is suggested that Flag Events be designated such that a majority of members would not have to travel more than a few hours to participate.
- c. Internal deconfliction shall take place as necessary between the Chairman of the Executive Committee and the Flag Event designee in the event of an event being dual designated.

- e. Commanders shall announce those events that have been so designated at their earliest convenience, but at least three (3) months prior to the event, in order to allow for planning and member participation.
9. This document supersedes/replaces the following Orders and Directives: AO1803-02.
