Joint Chiefs Directive 2406-01 was issued 18 June 2024 by the Chairman of the Grand Alliance Joint Chiefs of Staff. This directive serves as the official organizational response to a forum post made by the former President of the Board of Directors, AotF(ret.) Martin Lessem wherein he attempted to disregard several items of established Board, Steering Committee and BuNine policy.

MEMORANDUM FOR All Officers and Enlisted of the Grand Alliance

It gives the Grand Alliance Joint Chiefs of Staff little pleasure to issue the following Joint Chief’s Directive, however, the public nature of the announcement by the former President of the Board of Directors, Admiral of the Fleet (ret.) Martin Lessem has demanded this public response.


To address the announced promotion of Vice Admiral of the Green Cindy Van Wyhe to Admiral of the Red; Admiral of the Fleet (ret.) Lessem has no authority to unilaterally issue that promotion per PD-BOD-3300 9.r, PD-SC-1004, and PD-SC-1008. Like every other member of The Royal Manticoran Navy, The Official Honor Harrington Fan Association, Admiral of the Fleet(ret.) Lessem must route all promotions for Flag Officers through a Flag Promotion Board, coordinated through the Bureau of Personnel. This serves the dual purpose of ensuring that the member being considered for promotion is eligible and serves as a check to ensure that the Flag Promotion Board doesn’t “drop the ball.” Flag Promotion Boards are accomplished as necessary at the next scheduled Steering Committee meeting. If Admiral of the Fleet (ret.) Lessem submits this promotion to the Bureau of Personnel, and it is referred to the Steering Committee, it will be boarded on the 21st of July during the next scheduled meeting. Unfortunately, pending the outcome of that Flag Promotion Board, the promotion of Vice Admiral of the Green Cindy Van Wyhe to Admiral of the Red is null and void.

Likewise, per PD-BOD-3300 9.r and PD-SC-1007, Admiral of the Fleet (ret.) Lessem does not have the authority to issue knighthood-level awards unilaterally. Like every other member of this organization, Admiral of the Fleet (ret.) Lessem must submit an awards nomination package to the Bureau of Personnel, Office of Awards with the proper documentation and justification. Once processed, the Office of Awards will refer the awards to the Steering Committee for a vote and issuance. Knighthood-level awards are awarded twice annually per PD-SC-1007 13.a, and the Steering Committee will consider all submitted awards during our scheduled meeting in September for issuance in October. While the Steering Committee sees no reason why the proposed awards should not pass, the following announced knighthoods for Vice Admiral of the Green Cindy Van Wyhe, Admiral of the Fleet Laura Lochen, Vice Admiral of the Red Joseph Harney, Home Secretary Wayne Bruns, and Chief Power Mate Chris Hollaway are null and void.

Finally, to address the attempted reinstatement of Admiralty Order 2307-11, specifically the “King Martin” Jubilee medal. Admiralty Order 2307-11 was rescinded on 20 January 2024 with the publication of PD-SC-1007. Furthermore, per PD-BOD-3300 9.n, the Steering Committee must “work to protect the intellectual property of David Weber, BuNine, and TRMN from within TRMN.” As such, when the order regarding the future Jubilee awards was posted originally the decision was made to confer with BuNine, as it touched on canon and possible future works in the Honorverse. BuNine made adjustments and relayed that there was a standing policy not to include real people in the Manticoran Monarchy, whether in the canon Honorverse literary slate or within the fan organization. That decision was conveyed as final and not up for review. This was communicated in a letter, dated that same day, 20 January 2024, to Admiral of the Fleet (ret.) Lessem by the former Chairman of the Steering Committee. As such, it is with regret that we must reinforce that position and confirm that the original decision stands. Admiralty Order 2307-11 is not eligible to be reinstated, and the Jubilee Medals as outlined in PD-SC-1007 3.e.iii remain in effect.
