PD-SC-1008 Promotion Board Policy was issued 20 November 2023 by the Grand Alliance Joint Chiefs of Staff.
This policy document establishes the Promotion Board Policy for The Royal Manticoran Navy: The Official Honor Harrington Fan Association, Inc. (TRMN).

Amendments

Amendments may, from time to time, be proposed to, or by, the Grand Alliance Joint Chiefs of Staff. Any amendments will be considered and voted on as necessary. All amendments that have been passed will be noted below.

PD-SC-1008

1. Each promotion will require filling out a Promotion Request Form.

2. Enlisted E-7 Promotions

  • a. Submitted to BuPers via the required form.
  • b. These promotions do not use the Promotion Board process. Instead, they will be approved or disapproved at the discretion of the appropriate Service Head or their designee.

3. Warrant Application (W-1)

  • a. Submitted to BuPers via the required form.
  • b. These promotions do not use the Promotion Board process. Instead, they will be approved or disapproved at the discretion of the appropriate Service Head or their designee.
  • c. These applications require a letter indicating why the applicant wishes to be a Warrant Officer.

4. Warrant Promotions (W-2 through W-5)

  • a. These are handled by the Officer Promotion Board.
  • b. A Warrant Project(s) is not required for promotion but is highly encouraged.

5. Board Compositions and Ranks served

  • a. Enlisted Promotion Board
    • i. E-8 through E-10, C-8 through C-10.
    • ii. Chair: 5SL or Designee.
    • iii. Permanent Members: SMCPONs (RMN, GSN, IAN, RMMC, RMA, any Civilian Branches that have a Senior C-10).
      • iv. Rotating Members: 3x (Fleet SMCPOs, Bureau CSMCPOs), 1x Serving C-10's if they exist.
  • b. Officer Promotion Board
    • i. O-3 through O-6b, C-13 through C-16, W-2 through W-5.
    • ii. Chair: 5SL or Designee.
    • iii. Permanent Members: Fleet CO's.
    • iv. Rotating Members: 3x O-5 through O-6b or C-15 through C-16.
      • 1. W-4 or W-5 when Warrants are before the board.
  • c. Flag Promotion Board
    • i. F-1 through F-5b, C-17 through C-21.
    • ii. Permanent Members: Voting Members of the Steering Committee.
    • iii. The primary contact for BuPers is the Chairman of the Steering Committee.

6. Board Timings

  • a. Warrant (W-1) and E-7 Promotions will be handled in the month they are submitted.
  • b. Enlisted Boards will be handled in EVEN numbered months.
  • c. Officer and Warrant (W-2 through W-5) Boards will be handled in ODD-numbered months.
  • d. Flag Boards will be handled at Steering Committee meetings.
  • e. The Chair of each board does not get a vote except in the event of a tie, with the exception of the Flag Board.
    • i. If the Flag Board has a tie, the 5SL will be the tiebreaker.

7. Promotion Announcements

  • a. Individual Service Heads shall determine how they wish to handle any promotion announcements generated from a Promotion Board via a service-specific policy or order.
