Naval Directive 14JL-04 was issued 25 July 2014 under the authority of the First Space Lord. It sets policy for personnel rosters when new chapters are founded.

As a clarification of previously published directions, the following reporting for new units will henceforth be followed.
In launching of Ships of Her Majesty’s Navy, and the ships of our allies of the Grand Alliance, upon launch, the Third Space Lord will in addition to other tasks, send the roster of the new unit to the Director of Membership Processing. The current email address for that office is <<address redacted; refer to published order on TRMN.org>>.
Likewise establishment of ground units by the Royal Manticoran Marine Corps and the Royal Manticoran Army will need their rosters sent to the Director of Membership Processing.
In addition, when non-Hyper capable units are launched within a specific Fleet by that Fleet’s Commanding Officer, it is the responsibility of that officer to send the appropriate LAC or Pinnace Roster to the Director of Membership Processing.
As of the date of this Order, by my hand, and by the authority of the Sovereign, Queen of Manticore Elizabeth III, I hereby state that the above will be the policy of the Royal Manticoran Navy, effective 25-JUL-14.
