Corps Directive 04-1903 was issued 08 March 2019 under the authority of the Marshal of the Corps.

Re: Brigade Command Staffs (Corps Directive 04-1903)

As the RMMC has grown, so to have its units. Some Regiments have banded together on LPX Marine Transports and so it has become necessary to activate a new echelon to better administer those units. Therefore, as of the date of this Order, by my hand, and by the authority of the Sovereign, Queen of Manticore Elizabeth III, the following is instituted with regards to Brigade Command Staffs.

Composition: Brigade Command Staffs shall be comprised of; a Commanding Officer (CO), Executive Officer (XO), and Brigade Sergeant Major (RSGM). Members of the Brigade Command Staff may not hold any other billet within the brigade they command. Nor can they hold any other billet within the direct chain of command or that which would create a conflict of interest.

Brigade Staff Positions: A Brigade Commanding Officer may maintain a small staff to help with the operation of the Regiment. The staff positions are:

  1. Aide-de-Camp - This billet is to acts as the Brigade Commanding Officers personal assistant, whose duties will be but not limited to help with time and daily management, scheduling of meetings, correspondence, and note taking, etc…
  2. Staff Intelligence Officer - This billet is responsible for Special Projects within the Brigade.
  3. Staff Communications Officer - This billet is responsible for communications within the Brigade via various media.
  4. Brigade Training Officer – This billet is responsible for coordinating training within a Brigade. This includes PT, Drill, and testing through the various academies within tRMN.

A Brigade Commanding Officer may not wish to staff any or all the above staff positions. However, they are strongly encouraged to maintain a staff.

Establishment: Brigades can only be constituted on LPX Marine Transport hulls. The Brigade Command will be established in the normal course of standing up the ship.

A formal request to establish a Brigade Command should be sent from either the Expeditionary Forces Commander to COMFORCECOM. The request should contain the names and ranks of the Marines proposed to be the brigade’s CO, XO, and RSGM. Any recommendations should also be included. COMFORCECOM shall then review the request and take appropriate action.

Command Authority: Brigade Commands have the same authority that a typical MARDET commanding officer is entrusted with. This authority may be amended from time to time by various Admiralty Orders and/or Corps Directives.

Promotion Authority: Brigade Commanders have very limited promotion authority. Brigade Commanders may not promote anyone within their Brigade, except in cases where they are filling staff positions within their own staff. In that case, they may brevet RMMC personnel up to and including the enlisted rank of First Sergeant and Major for officers. All brevets must be approved by COMFORCECOM BEFORE any public announcements are made.

Removal: Brigade Commands serve at the pleasure of COMFORCECOM and ultimately the Marshal of the Corps. Procedures for removal and appeal are outlined in CD 02-1302.
