Army Directive 2002-23[1] was issued 23 Feb 2020 under the authority of the RMA Chief of Staff. It created Bivouac Citadel and appointed the unit's NCOIC.

By my Authority as Chief of Staff of the Royal Manticoran Army, I have stood to Bivouac Citadel under command of Lance Corporal Jayesh Patel
