Admiral
Admiral (abbrev: ADM) is an flag paygrade within the Royal Manticoran Navy, Grayson Space Navy, Imperial Andermani Navy, and the Republic of Haven Navy. It holds the equivalent military paygrade of F-4 within The Royal Manticoran Navy: The Official Honor Harrington Fan Association, Inc. and is reserved for the RMN Space Lords, the RHN/IAN Chief of Naval Operations, or the GSN Deputy High Admiral.
Honorverse
In peacetime, a Admiral would have served as an Vice Admiral, been reviewed by a Flag Officer Promotion Board, approved by the House of Lords, and confirmed by the First Lord of the Admiralty in the name of the monarch. Board review is extremely difficult, as there are a limited number of billets. Vice Admirals will eventually become admirals through seniority. However, there is no guarantee that a billet will be available upon promotion.
In the RMN, The rank of Admiral has two divisions: Red and Green. A Vice Admiral of the Green would be promoted to Admiral of the Red, and then upon reaching sufficient seniority on the list of flag officers would be promoted to Admiral of the Green.
TRMN
If the spacer has completed their Admiral Exam, they are eligible to be promoted to this rank, but needs to confirmed by an Flag Officer Promotion Board. Promotions to full Admiral is now only by appointment, if a billet is available that requires it, such as with the Deputy First Space Lord as per Naval Directive 22DE-01.
