As of the date of this Order, by my hand, and by the authority of the Sovereign, Queen of Manticore, Elizabeth III, I hereby direct that the authority of Fleet Commanders shall be expanded as follows:
1. Creation and modification of Divisions of Ships (2-3 ships), as long as the ships are of the same class (Destroyer, Light Cruiser, Battle cruiser, etc..); a. No promotions should be made when these Divisions are created and the Senior Captain of the formation should be named the commander unless there are extenuating circumstances to name a junior Captain as CO (number of hats, decline to serve, etc…);
2. Creation and modification of any formation of LACs within their fleet (Wings, Flights, etc..).
All actions taken by Fleet Commanders pursuant to the above are subject to all Admiralty Orders and other directives previously issued regarding these formations and are subject to review and change by higher authority as may be deemed necessary.
Creation of, and modification to, units covered by this directive should be communicated via Fleet Order to the First Space Lord and to the Bureau of personnel so that they can be properly reflected within the Database.
This order made under my hand will be effective 0001 hours 05-JAN-18
