BuShips Directive 1505-03 was issued 6 May 2015 under the authority of the Third Space Lord. It commissions HMS Specter (CLAC-29).

My fellow Manticorans,
Effective as of 0001 Hours (EST) on May 6, 2015, it is my pleasure to announce the commissioning of HMS Specter (CLAC-29), under the command of Captain, s.g. Joseph Lyons. This is Hydra Class LAC Carrier and is assigned to the Third Fleet, based in Chesapeake, VA.
As of the date of Commissioning, the following personnel are assigned to HMS Specter:
- Commodore Joseph Lyons (and assigned as CO, HMS Specter)
- Commander Carolyn Mabry (and assigned as XO, HMS Specter)
- Senior Chief Petty Officer Wilmer Aygarn (and assigned as Bosun, HMS Specter)

- Ensign Peter Gold
