Army Directive 12-1301 was issued 15 January 2014 under the authority of the Marshal of the Army. It updates the reporting policy for the RMA.

Re: Reporting (Army Directive 12-1301) – UPDATE to 08-1303

As of the date of this Order, by my hand, and by the authority of the Sovereign, Queen of Manticore Elizabeth III, I hereby update the following policy regarding reporting within the RMA;

Effective with Army Directive 08/1303, 1 October 2013 was the date established for mandatory reporting within the RMA for all Ground Installations and Unit Formations - said reports to be due by the 15th of each consecutive month.

Reports will be filed by following Chain of Command:

  1. Unit Formation NCOs or Officer, Commanding (OC) to their Ground Installations.
  2. Ground Installations NCOs or OCs to their next level up in the RMA chain of command (Regimental Command or higher)
  3. Regimental Command or higher will then compile and summarize the reports and then send that summary to the next level (RCT or higher).
  4. The final link in the reporting chain will be the Office of Deputy Chief of Staff – Operations (ODCSOPS). ODCSOPS shall then take all the reports that have been submitted and then summarize those and submit those to the Chief of Staff RMA, who will report to the Marshal of the Army with the final results.

ODCSOPS is therefore tasked with establishing:

  1. Any reporting policies and procedures not covered by this Army Directive up to and including actions for failing to report. Any such policies and procedures shall be submitted to the Marshal of the Army for review and approval,
  2. A reporting time table that allows for timely reporting,
  3. A report form to be used by units for reporting.

ODCSOPS may make changes to any of the preceding 3 items at any time, however any changes must be first approved by the Marshal of the Army and publicly announced, if possible, at least one (1) month prior to their installment.

In regards to Paragraph 2, section 1, actions for failing to report are described below: As stated in Army Directive 08-1303, the due date for reports each month shall be the end of the 15th day of each month.

  1. The first late or missed report shall be responded to by contacting the CO of the installation, informing them that their report is late, and warning them of the consequences of further missed report.
  2. Further late or missed reports shall also warn of the consequences of missing further reports, with a time period in which to respond to prevent decommissioning of the unit.

For calculating purposes below, every two (2) late reports within a four (4) month period shall be considered 'missing' a report. For example; if within a four (4) month period, a unit reports late twice, that shall count as one (1) missed report. If a unit reports late three (3) times, that shall be two (2) missed reports, etc.; up to three (3) for a habitually late report from a Unit, to be adjusted.

After Three (3) consecutive missed reports or six (6) over the course of a year, ODCSOPS shall recommend the decommissioning of the installation or unit to the High Command for approved by the Marshal of the Army. With approval by the Marshal, the OC of the offending unit will be placed on probation until such time as the reporting requirements of the Directive are followed.

“Probation”, as mentioned in the previous paragraph shall mean that any promotion earned by the aforementioned NCO or OC for Time In Grade (TIG) or King Roger I Military Academy requirements will be suspended and shall be so for a three (3) month period.

If a fourth consecutive report is not received after the above probation, ODCSOPS shall immediately decommission that unit or installation, and ask ODCSPERS to reassign the crew to the Foot Regiment.

The effective date for this Directive is 15 JANUARY 2014
