Her Majesty’s Most Honorable Privy Council of the Star Empire of Manticore (commonly known as “The Privy Council”) is a body of members appointed as a reward for exemplary civilian service in The Royal Manticoran Navy: The Official Honor Harrington Fan Association, Inc.. The Privy Council was established by Office of the Home Secretary Directive 001-19 [1] on 5 January 2019. This directive also appointed the first members of the Privy Council.
Purpose of the Privy Council
The purpose of the Privy Council is to reward those individuals who have greatly contributed to The Royal Manticoran Navy in civilian context which is outside the purview of one of the uniformed military services. It provides a pool of qualified senior officials for the Royal Council to consult on matters they deem necessary (should they deem any matter necessary), as it is made up of long serving individuals from multiple avenues of service.
Appointment to Privy Council is one of the highest honors for members of the Civilian Divisions of TRMN and members are considered to exemplify the very best in unswerving duty and service to the entire organization, with demonstrated and conspicuous accomplishment and achievement.
Eligibility for the Privy Council
As the Privy Council represents those senior governmental officials who are deemed to have valuable knowledge and experience vital to the running of the Government of the Star Kingdom and Star Empire of Manticore, no one shall be appointed to the Privy Council who has not served at least twelve months in a civilian role/billet within the organisation.
The qualification for appointment as a ‘Privy Counsellor’ is sustained and dedicated service to TRMN in a civilian context. Such service should be of the type, nature, and duration that the member would have been appointed to HMS Unconquered, The Protector's Own, or the Queen’s Own if they served in the RMN, GSN, or RMA respectively.
Eligibility for consideration is restricted to members of the Civilian divisions of the organisation.
Each year, a "body" of inductees are announced in the spring months, usually at a National Convention in late March/April. The full list of appointees are issued via email and social media after the awards ceremony conducted by the Office of the Home Secretary.
Qualifying Service
Service to TRMN in a civilian context includes the advancement of civilian services, the creation or promotion of new opportunities or billets/bodies/societies for civilians. Multi-service work for TRMN will also be considered eligible for appointment to the Privy Council. Areas of service include but is not limited to: Non-Uniformed Branches

- The Intelligence Corps

Civilian Universities
- Star Kingdom University
- Landing University
- Mannheim University
- Any subsequently formed civilian academies
Government and Ruling Bodies
- The Home or Foreign Office
- The Royal Council
- The House of Commons
- The House of Lords
The First Lord of the Admiralty (or any designees acting in his authority) remains the sole arbiter of whether specific service counts for appointment to the Privy Council or other organization within TRMN.
Nomination Process
Those holding a billet of Chapter Commanding Officer (or equivalent), heads of Uniformed and Non-Uniformed branches, and the Regent of Star Kingdom University may submit worthy nominees to the Home Secretary when nominations are solicited in mid-July to the end of August annually.
A committee made up of the members of the Civilian Branches considers all submitted nominations for intense vetting. Members are voted upon in committee, while the nomination for the Annual Lord President is submitted to the Royal Council for final consideration and selection.
Those nominees not selected will be put forward to the Bureau of Personnel for consideration of a post-nominal award, such as the Order of the Golden Lion.
Timing
The formal announcement of the newly elected members of Her Majesty’s Most Honorable Privy Council of the Star Empire of Manticore, along with the confirmation of the Annual Lord President shall take place at a separate convention to the announcement of the HMS Unconquered new inductees.
Appointment to the Privy Council
Appointment to the Privy Council is made by the First Lord of the Admiralty, acting in the name of the Prime Minister of Manticore and Queen Elizabeth III. It may also be made by any person or body designated as such by the First Lord of the Admiralty. It may be made in person or notified via gazetting in the usual form (i.e. the posting of said appointment in the approved method). The form of the appointment shall be in a certificate that meets the pleasure of the First Lord of the Admiralty and is designed in accordance with the standards of the Bureau of Communication. No person may be appointed to the Privy Council more than once.
Privileges of Privy Council Members
On appointment as a Privy Councellor, a member is entitled to the style ‘the Right Honourable’ for life, and may use that style unless entitled to a higher one (through Peerage or other appointment).
They may additionally append the post-nominals ‘PC’ after their name in their signature. This should be placed after any military awards and before the post-nominal MP (if the recipient is entitled to them) and does not count against the number of military awards which may be listed in a signature as governed by Admiralty Orders 1701-06 or 1703-06.
Insignia
Members selected to the Privy Council are entitled to display the Privy Council patch on the underside of the Civilian Patch and or wear the ‘Privy Council’ ribbon.
Lord President of the Privy Council
Admiralty Order 1511-04 (Needs to be new Order) established the position of a "Permanent President of the Privy Council " of the Civilian Privy Council, above that of the Annual President.
Permanent Lord President of the Privy Council
The Permanent Lord President of the Privy Council is the Her Most Serene Grace, The Grand Duchess of New Montana, Sharon Weber. The Permanent Lord President is the Royal Patron of Her Majesty’s Most Honorable Privy Council of the Star Empire of Manticore. The appointment of the Permanent Lord President of the Privy Council will be until such time as the First Lord of the Admiralty deems it necessary to appoint a new Royal Patron to the position.
Annual Lord President and Member of the Privy Council
Member appointments to the Privy Council are permanent. However, the appointment of the Annual Lord President of the Privy Council lasts for one year. The transfer of Leadership is typically announced at National Convention in autumn.
This position is awarded to a member of the Privy Council for continued exceptional service, and functions similarly to the CO of HMS Unconquered. Appointment is for a term of one year, during which time the member is addressed as Lord [or Lady] President by their choice. They chair the Privy Council, and present any items for discussion as directed by the First Lord of the Admiralty, Home Secretary, or Royal Council.
Awarding Authority: The First Lord of the Admiralty, on behalf of the Prime Minister of Manticore and Queen Elizabeth III. Frequency: Once per year. Members may be appointed multiple times, but may not serve consecutive terms.
Resignation/Removal from the Privy Council
A member of the Privy Council may resign at any time for any reason by submitting a resignation letter to the Lord President of the Council, who will forward the resignation to the First Lord of the Admiralty. Resignation takes effect upon transmission.
A Privy Counsellor may be removed by the First Lord of the Admiralty with the advice of the Royal Council as punishment for a violation of TRMN Admiralty Order, Directive, or the Code of Conduct. No member of the Privy Council may have their membership in the Council revoked without being found to have violated an Order, Directive, or the Code of Conduct by the Royal Council.
