Petty Officer Third Class

A Petty Officer 3rd Class or E-4 is an enlisted person who is experienced in their specialty. It is the lowest non-commissioned officer rank. In most navies, a petty officer is never referred to by their rank, but rather their rate. So a Helmsman who earned their second stripe would not be called "Petty Officer 3rd Class," but rather "Helmsman's Mate 3rd Class."

In peacetime, a Petty Officer 3rd Class would have served at least two years, with six months Time in Grade. However, since there are a limited number of vacancies, there is a competitive test to determine who can be promoted.[1]

TRMN

If the spacer has completed their Basic Naval Non-Commissioned Officer Exam, and served as an Spacer 1st Class for seven months Time in Grade, they are promoted to this rank.[2]
