PD-SC-1009 Peerage Nomination and Elevation Policy was issued 18 December 2023 by the Grand Alliance Joint Chiefs of Staff.
This policy document establishes the Peerage Nomination and Elevation Policy for The Royal Manticoran Navy: The Official Honor Harrington Fan Association, Inc. (TRMN).

1. No more than one percent (1%) of the total TRMN membership may be seated in the House of Lords as an active peer, exclusive of which branch of the organization members belongs to (e.g., the 1% cap applies only to the whole TRMN membership and not to its individual branches).


2. The Lord Speaker of the House of Lords shall no later than the 1st of November of each year conduct an analysis of the current roster of ‘active’ peers in the House of Lords in keeping with PD-SC-1001 (7) and any relevant House Rule(s), and shall not include Life Peers, Emeritus Peers, and Defunct Peers in this analysis. They shall also obtain from BuPers the total number of TRMN members.


3. Based upon these two figures, the Lord Speaker shall submit to the Steering Committee no later than the 1st of November of each year a recommended maximum number of new peerages and a maximum number of current peer elevations to be considered for the upcoming year.

  • a. New Peerages - In no case will the Lord Speaker’s recommendation of the maximum number of new peers exceed: (a) the 1% cap established in (1); and (b) 10% of the total number of current ‘active’ peers in the House of Lords as established in (2).
  • b. Elevations - In no case will the Lord Speaker’s recommendation of the maximum number of elevations from:
    • i. the Baron/Freiherr level to the Earl/Graf level exceed 10% of the number of ‘active’ peers in the House of Lords currently at the Baron/Freiherr level.
    • ii. the Earl/Graf level to the Duke/Herzog level exceed 10% of the number of ‘active’ peers in the House of Lords currently at the Earl/Graf level.
    • iii. The minimum number for (3.b.i and 3.b.ii) shall, however, be no less than one (1).
  • c. GSN Steadholders and RHN Senators for Life are admitted as new peers roughly equal to the Duke/Herzog level and are not eligible for elevation and shall therefore not be included in any of the elevation calculations as noted in 3.b.i and 3.b.ii.


4. No later than the 1st of December of each year, the Steering Committee shall accept or modify the Lord Speaker’s recommendations, but shall not exceed any of the maximums established above. Upon taking action, the Steering Committee will then immediately communicate those maximum numbers to the Lord Speaker, who will then announce the opening of the nomination process to both Houses of Parliament. Nominations will close by January 15th of each year.


5. The Lord Speaker will then convene and serve as the Chair of the Peerage Board. Pursuant to PD-SC-1001 (8.d) the Peerage Board shall also consist of “four additional peers selected randomly from all the active peers.”

  • a. If the Lord Speaker is nominated for elevation, the Deputy Lord Speaker shall replace them on the Peerage Board and serve as Chair.
  • b. In the unlikely event that both the Lord Speaker and the Deputy Lord Speaker are nominated for elevation, the Lord Speaker shall ask a previous Lord Speaker or Deputy Lord Speaker to serve as chair.
  • c. If any other member of the Peerage Board is nominated for elevation or if any member should decline to serve, they will be replaced by another peer selected randomly from all the active peers.


6. All peers shall be permitted to submit to the Peerage Board nominations for new peers and peer elevations by emailing their nominations to the Lord Speaker directly or by other means as the Lord Speaker shall arrange for. All such nominations must include:

  • a. A highly detailed description of the member’s contributions to TRMN
  • b. The member’s TRMN honors (e.g., 32 Club, Unconquered, Mark West, etc.)
  • c. The member’s major awards (e.g., peerages, knighthoods, PMV, etc.)
  • d. The member’s other awards (e.g., MCAM’s, HOSM, Marksmanship, etc.)
  • e. Any other factors or criteria the nominator believes would strengthen the nomination
  • f. No less than three (3) substantial and detailed letters of support from other senior TRMN members with knowledge of the member’s TRMN accomplishments (these need not be from other peers)
  • g. Recommended title
  • h. Recommended peerage name


7. House of Commons Nomination:

  • a. The House of Commons shall be permitted to select one (1) member from the TRMN membership and submit them to the Lord Speaker and the Peerage Board for consideration as a new peer. The nomination must include all of the same information as noted in (6).
  • b. Upon notification by the Lord Speaker in (4), the Speaker of the House of Commons shall notify the entire membership of the House of Commons (MPs). All MPs shall be permitted to submit a nomination for a new peer by emailing their nominations to the Speaker of the House of Commons directly or by other means as the Speaker shall arrange for.
  • c. The House of Commons will then be able to review and debate the nominations received by the Speaker, and then to vote for the House of Commons’ nominee. Pursuant to PD-SC-1001 (18.b & 18.c), TRMN members can be identified by name and the process will not be “open to every member of the organization to watch.”
  • d. The MPs will then vote and the Speaker of the House of Commons will then submit to the Lord Speaker the successful nomination.
  • e. The House of Commons nomination must be submitted to the Lord Speaker by January 15th as noted in (4).


8. All nominations shall be considered highly confidential and shall be covered by the TRMN “The Official Secrets Act” pursuant to PD-SC-1002 (6).


9. After the close of the nominations on January 15th, the Chair of the Peerage Board will make all of the nominations for new peers and peer elevations available to the Peerage Board and shall remind them of the maximum numbers established by the Steering Committee in (4). The members of the Peerage Board will have a minimum of two (2) weeks to read through all of the nominations prior to the Chair opening debate on the various merits of each nomination. The Board shall also consider the recommended title and peerage name. Pursuant to PD-SC-1001 (18.b & 18.c), TRMN members can be identified by name and the process will not be “open to every member of the organization to watch.”


10. Pursuant to PD-SC-1001 (8.a), the Chair of the Peerage Board shall remind the board’s members that “obtaining a peerage within the TRMN is seen as the highest honor, these members are known for their dedication and service to the organization.” In this light, the Peerage Board is to keep in mind that there is no obligation to recommend individuals for new peerages and/or peer elevations simply to meet quotas or maximum numbers available.


11. Based upon the strong charge placed upon the Peerage Board in (9):

  • a. No new peer shall be recommended unless they have obtained four (4) affirmative votes out of the five (5) voting members.
  • b. No peer shall be elevated from the Baron/Freiherr level to the Earl/Graf level unless they have obtained four (4) affirmative votes out of the five (5) voting members.
  • c. No peer shall be elevated from the Earl/Graf level to the Duke/Herzog level unless they have obtained five (5) affirmative votes out of the five (5) voting members.


12. Once the voting is concluded and not later than March 1st of each year, the Chair of the Peerage Board shall submit to the Chairperson of the Steering Committee the recommended roster of new peers and peer elevations, including a recommended title, name of peerage, and access to the original nominations.


13. If the Chairperson of the Steering Committee is included on that roster, then the roster shall be submitted to the Vice Chairperson of the Steering Committee. In the unlikely event that both the Chair and the Vice Chair are included on the roster, then the Chair of the Peerage Board shall use their discretion in submitting the roster to another officer and/or an appropriate member of the Steering Committee for handling, but shall inform the Chair of the Steering Committee that they have done this.


14. No later than March 31st and pursuant to PD-SC-1001 (8.d), the Steering Committee will then review the recommended roster of new peers and peer elevations, shall review and may amend recommended titles and peerage names, and by a simple majority vote to approve the roster. Any member of the Steering Committee who is included on the roster shall be excluded from all participation, deliberations, and voting


15. If the Steering Committee does not vote to approve the full roster they may vote to approve only a partial roster of names.


16. Once the Steering Committee votes to approve the final roster, they shall inform the Chair of the Peerage Board and together with the leadership of the House of Lords discuss and make arrangements for how and when the new peerages and elevations shall be announced.
