This directive made under my hand will be effective 0001 hours 11-SEP-2015.
Should a promotion be declined by the Promotion board for any reason the name and nomination shall be retained by the enlisted board for discussion in the next and subsequent promotion board(s) after consultation with the Ships CO. This shall remain the case until the candidate is promoted or the board deems that the candidate is not or shall never be qualified for promotion.<ref name="update_1">Update to ND 15SE-02, 30-SEP-16</ref>

Naval Directive 15SE-02 was issued 10 September 2015 under the authority of the First Space Lord. It provides detailed clarification as to the procedure for the promotion of Royal Manticoran Naval enlisted members.

Re: Enlisted Promotion Submission clarifications (Naval Directive 15-SE-02)


This Naval Directive is to clarify the promotion procedures for enlisted members of The Royal Manticoran Navy: The Official Honor Harrington Fan Association, Inc.. This Naval Directive clarifies the enlisted promotion procedure and augments the information in the Membership Handbook, and in the case of disagreement, this Naval Directive takes precedence.

All enlisted members from the ranks of E-1 (Spacer 3rd Class) to E-5 (Petty Officer 2nd Class) SHALL be promoted to the next higher grade by their Commanding Officer once they have met the proper Time In Grade and completed the requisite exams.

All enlisted members rank E-6 (Petty Officer 1st Class), on completion of Time in Grade, requisite exam completion and presence of a billet SHALL be submitted for promotion to the Senior Master Chief of the Navy for consideration for promotion to the rank of E-7 (Chief Petty Officer) using the appropriate promotion request form. The Commanding Officer has the option of giving a Positive, Neutral or Negative recommendation and is encouraged to fully explain the reasons behind this recommendation. The Commanding Officer may also submit letters of recommendation as appropriate.
