Corps Directive 02-1611 was issued 16 November 2016 under the authority of the Marshal of the Corps. This directive establishes duties and responsibilities of Regimental Command staff.

Order Text

To: All Officers and Enlisted in the Royal Manticoran Marine Corps
From: Marshal of the Corps Sean Niemeyer, Commandant of the RMMC
Re: Regimental Command Staffs (Corps Directive 02-1611)

As the RMMC has grown, so to have its units. Some Regiments are now large enough to support a command staff. Therefore, as of the date of this Order, by my hand, and by the authority of the Sovereign, Queen of Manticore Elizabeth III, the following is instituted with regards to Regimental Command Staffs.

Composition:
Regimental Command Staffs shall be comprised of; a Commanding Officer (CO), Executive Officer (XO), and Regimental Sergeant Major (RSGM). Members of the Regimental Command Staff may not hold any other billet within the regiment they command. Nor can they hold any other billet within the direct chain of command or that which would create a conflict of interest.

Regimental Staff Positions:
A Regimental Commanding Officer may maintain a small staff to help with the operation of the Regiment. The staff positions are:
1. Aide-de-Camp - This billet is to acts as the Regimental Commanding Officers personal assistant, whose duties will be but not limited to help with time and daily management, scheduling of meetings, correspondence, and note taking, etc…
2. Staff Intelligence Officer - This billet is responsible for Special Projects within the Regiment.
3. Staff Communications Officer - This billet is responsible for communications within the Regiment via various media.
4. Regimental Training Officer – This billet is responsible for coordinating training within a Regiment. This includes PT, Drill, and testing through the various academies within tRMN.
A Regimental Commanding Officer may not wish to staff any or all of the above staff positions. However, they are strongly encouraged to maintain a staff.

Establishment:
For ships that have a hull size large enough to support an MARDET the size of a regiment, the Regimental Command will be established in the normal course of standing up the unit.
For regiments that are comprised of MARDETs from various ships, a formal request to establish a Regimental Command should be sent from either the Fleet Admiral or the highest ranking Marine within the regiment to COMFORCECOM. The request should contain the names and ranks of the Marines proposed to be the regiment’s CO, XO, and RSGM. Any recommendations should also be included. COMFORCECOM shall then review the request and take appropriate action.

Command Authority:
Regimental Commands have the same authority that a typical MARDET commanding officer is entrusted with. This authority may be amended from time to time by various Admiralty Orders and/or Corps Directives.

Promotion Authority:

Regimental Commanders may not promote anyone within their Regiment, except in cases where they are filling staff positions within their own staff. In that case, they may brevet RMMC personnel up to and including the enlisted rank of First Sergeant and Major for officers. All brevets must be approved by COMFORCECOM BEFORE any public announcements are made.

Removal:
Regimental Commands serve at the pleasure of COMFORCECOM and ultimately the Marshal of the Corps. Procedures for removal and appeal are outlined in Corps Directive 02-1302.
