Admiralty Order 2307-03 was issued 02 Jul 2023 by the First Lord of the Admiralty. This order rescinds AO 1807-02 (originally issued on 15 July 2018) and adjusts the civilian promotion system of The Royal Manticoran Navy: The Official Honor Harrington Fan Association, Inc.

This Admiralty Order updates and replaces AO 1812-01 to align with the revised civilian rank structures found in AO 2307-01 and AO 2307-02. The following sets forth an updated system for promotion eligibility (e.g., course requirements, time in grade, minimum promotions points, billet requirements, etc.) for each rank. It also revises the procedures for transferring between civilian branches as well between civilian and military branches.

Beyond updating the promotion point system and eligibility, the basic philosophy behind this Admiralty Order as well as with the revised civilian rank structures found in AO 2307-01 and AO 2307-02 is that all TRMN members will be able to seamlessly transfer among and between all civilian and military branches of the organization in the same manner as is currently enjoyed by all military members only. To that end, the revised tables and implementation notes are found below.

Clarifications

In making equivalencies between the civilian paygrade and military rank systems, a number of specific items need to be addressed:

  • The C-1 through C-6 paygrades may be promoted by their Commanding Officer, once they have completed the requisite courses (or equivalencies) and have met Time in Grade and promotion point requirements.
  • For C-7 to C-9 promotion is by the C-10 of that civilian branch following review and approval by the Civilian Promotions Board. It requires adequate Time in Grade, promotion points, requisite course completion (or equivalencies), an official billet, and recommendation (either positive, neutral, or negative) from their Commanding Officer and the online promotions form must be filled out completely.
  • The C-10 paygrade is equivalent to the military E-10 rank. This means it functions as the singular senior-most ‘enlisted’ or unlicensed member of the that branch and as such individuals should only be advanced to that paygrade with this in mind. The process for selecting the C-10 for each civilian branch should follow a similar set of procedures as found within the meaning of Naval Directive 18MAY-02, except that civilian branch personnel and the civilian branch head will be involved with and oversee the selection process. Following the issuance of this Admiralty Order, the Home Secretary may issue a Home Office Directive that addresses this process more clearly.
  • The C-11 paygrade is equivalent to the military O-1 rank. This means that individuals should only be advanced to that paygrade in the same manner as enumerated for ensigns within the meaning of Admiralty Order 1507-04, though all course requirements (or equivalencies) must be met prior to appointment.
  • The C-12 paygrade is equivalent to the military O-2 rank. This means that individuals should only be advanced to that paygrade in the same manner as enumerated for junior grade lieutenants within the meaning of Admiralty Order 1507-04, though all course requirements (or equivalencies) must be met prior to appointment.
  • Promotion to C-13 though C-16 must go through the Bureau of Personnel Officer Promotions Board and will be treated in the same manner and with the same requirements as military O-3 through O-6 promotions. Candidates must have a billet listed in Medusa and the online promotions form must be filled out completely.
  • Promotion to C-17 up to C-22 is by appointment only and will be treated in the same manner under the Flag Promotions Board as all flag promotions are within the military branches.

Awards Points Schedule

For Non-Fleet and Non-Admiralty House Conventions, points will be awarded upon submission of an After Action Report to BuPlan, who will be responsible for awarding those points. Volunteer points must be accompanied by a sign-in sheet demonstrating hours worked.

Points may also be earned for awards. Points are awarded per award, including each subsequent award (“clusters”) of the same award, and including all lesser included awards (i.e., Marksmanship, Service, and Orders of Chivalry), unless otherwise noted) as follows (RMN Awards are used below, but the points are the same for equivalent awards from other component branches. The Most Eminent Order of the Golden Lion is the Civilian equivalent to the Most Honorable Order of King Roger I and has the same point structure):

Implementation Notes and General Instructions

The following general instructions are issued to the Home Secretary, SFC Commissioner, Fifth Space Lord, and Sixth Space Lord for implementation of this Admiralty Order:

  • As needed, the Sixth Space Lord will develop revised course sequences in all civilian academies consisting of ‘main-line’ and leadership/supervision courses to create parity and equivalencies among all civilian academies as well as with all military academies. Where minimally necessary, updated course numbers will be issued to facilitate the identification of these equivalencies to be consistent with the ‘Rank Course(s) Required’ column noted above.
  • As is customary in TRMN, civilian members may undertake the course sequence offered by any other branch for the purposes of promotion.
  • Once established and implemented, TRMN members who complete these new civilian course sequences may transfer among and between all civilian and military branches of the organization in the same manner as is currently enjoyed by all military members.
  • In processing a member request for transfer, the Fifth Space Lord shall determine if the individual has completed the requisite coursework, or the equivalent thereof, to maintain the corresponding rank in the requested branch. (See the above chart for all civilian and military rank equivalencies).
  • If a member who requests transfer has not completed the requisite coursework, or the equivalent thereof, the Fifth Space Lord shall work with the member to facilitate how best to process the transfer request.
  • The Fifth Space Lord will be the final arbiter of any issues related to inter-branch transfers consistent with this and other Admiralty Orders.
  • The Home Secretary and SFC Commissioner will consult with and provide support to the Fifth and Sixth Space Lords and/or members of their staffs as requested in carrying out the provisions of this Admiralty Order.
