Admiralty Order 1511-03 was issued November 9, 2015 by the First Lord of the Admiralty. It details the training requirements and deadlines for all members of the Command Triad (Commanding Officer, Executive Officer, and Ship's Bosun) for all Manticoran and Allied Naval vessels prior to upgrading to a larger class of vessel. This policy went into effect on 1 December 2015.

Re: Testing Requirements for all Command Triads (Admiralty Order 1511-03)


This Admiralty Order affects all Command Triads (CO, XO, and Bosun) for all Allied Navies.

As of December 1, 2015, Brevet promotions will no longer be allowed for chapter upgrades (DD to CL, CA to BC, etc.). All members of the proposed Command Triad for any chapter wishing to upgrade in type (DD, CL, CA, etc.) must have completed all required testing for any higher rank to be bestowed upon the chapter upgrade. For example, if a chapter is upgrading from a Light Cruiser (CL) to a Heavy Cruiser (CA), the CO designate must have completed the necessary testing for their new rank (Captain, junior grade), the XO designate must have completed necessary testing for Commander, and the Bosun designate musty have completed testing for their rank (Chief Petty Officer).

Additionally, all new chapters wishing to commission after March 1, 2016, must show that their designated Command Triads have completed testing as follows before the ship can be commissioned and the Command Triad breveted in rank:

  • Commanding Officer-designate: must have completed SIA-RMN-0102 (or the equivalent for their Naval Academy);
  • Executive Officer-designate: must have completed SIA-RMN-0101 (or the equivalent for their Naval Academy);
  • Bosun-designate: must have completed SIA-RMN-0002 (or the equivalent for their Naval Academy); and,
  • Commissioned Officer-designates (when needed to meet minimum requirements): must have completed SIA-RMN-0002 (or the equivalent for their Naval Academy).

Any person aboard newly commissioned vessels who receives a brevet promotion (Command Triad or members breveted to Commissioned Officer to meet minimum requirements) will have 90 days to complete their testing. Failure to complete the required testing within 90 days will result in reduction in rank to the highest rank opened up by their testing level and loss of their position within the Command Triad until they have completely tested to the rank needed. A new officer will be found to replace them, if no officer can be found the chapter will have 30 days to find and get a replacement officer tested to the appropriate levels or it will be decommissioned.

Upon commissioning of new or upgraded vessels, when additional officers are needed to meet minimum requirements, that officer will be breveted to the rank of Ensign (or possibly Lieutenant, senior grade, if approved by BuShips and depending on the size of the vessel being commissioned)
