Admiralty Order 1401-02 was issued January 27, 2014 by the First Lord of the Admiralty. It establishes policy regarding transfers from one chapter to another.

Order Text

To: All Officers and Enlisted in the Royal Manticoran Navy, Marine Corps and Army
From: Martin Lessem, KSK, GCE, KCR, DSO, GS, First Lord of the Admiralty, Admiral of the Fleet, Duke, New Scania
Re: Transfer Requests (Admiralty Order 1401-02)

Transfer requests must come from the person requesting a transfer. A CO cannot transfer a member without their permission. If a member asks a CO for a transfer, they must also copy BuPers on the transfer request.

Additionally, both the CO of the ship transferring from and the ship transferring to, must also contact BuPers to confirm their knowledge of the request.

Only when those things have happened, will BuPers initiate a transfer for a member.

This does *NOT* apply to request by a member to transfer from one of the four holding Chapters, which need only include confirmation from the accepting CO.
