A Petty Officer 1st Class or E-6 is an enlisted person who is experienced in their specialty. It is the lowest non-commissioned officer rank below Chief Petty Officer. A petty officer is never referred to by their rank, but rather their rate. So a Coxswain who earned their third stripe would not be called "Petty Officer 1st Class," but rather "Coxswain's Mate 1st Class."
Honorverse
In peacetime, a Petty Officer 1st Class would have served at least seven years, with 36 months Time in Grade. However, since there are a limited number of vacancies, there is a competitive test to determine who can be promoted. The Grayson Space Navy uniform is blue with silver stripes. The Royal Manticoran Navy is black and the color of the stripes change depending on the specialty of the spacer.[1]
TRMN
If the spacer has completed their Advanced Naval Non-Commissioned Officer Exam, and served as an Petty Officer 2nd Class for eleven months Time in Grade, they are promoted to this rank.[2]
