A Petty Officer 2nd Class or E-5 is an enlisted person who is experienced in their specialty. It is the second lowest non-commissioned officer rank. A petty officer is never referred to by their rank, but rather their rate. So a Master-at-Arms who earned their second stripe would not be called "Petty Officer 2nd Class," but rather "Master-at-Arms's Mate 2nd Class."
Honorverse
In peacetime, a Petty Officer 2nd Class would have served at least three Manticoran years, with twelve months Time in Grade. However, since there are a limited number of vacancies, there is a competitive test to determine who can be promoted. The Grayson Space Navy uniform is blue with silver stripes. The Royal Manticoran Navy is black and the color of the stripes change depending on the specialty of the spacer.[1]
TRMN
If the spacer has completed their Basic Naval Non-Commissioned Officer Exam, and served as an Petty Officer 3rd Class for nine months Time in Grade, they are promoted to this rank.[2]
