The First Lord of the Admiralty has reposed special trust and confidence in the patriotism, valor, fidelity, and professional excellence of Ensign Ryan Presson, RMN. In view of these qualities, completion of all requirements for advancement, and dedicated service aboard GNS Covington, he is hereby promoted to the rank of Lieutenant Junior Grade, effective immediately.
