In The Royal Manticoran Navy: The Official Honor Harrington Fan Association, Inc. (TRMN), the award is issued to a member of the Grayson Space Navy when they have completed 600 credits in the current Marksmanship Program. The GSN will work toward qualification in the navel rifle and naval pistol categories but will only display the award associated with the highest of the two.
How to Obtain
Tracking of a member's game progress can be turned into the Fleet Range Officer (if one exists) or the Fleet Commander.
